Preámbulo

Nosotros los representantes de los gobiernos de Colombia, Uruguay y Argentina, quienes en la figura de sus respectivos CPs y secundados por sus correspondientes MoDs y MoFAs, en total libertad y de total acuerdo deciden formar el bloque de cooperación que dan en llamar “Hermandad”.

La “Hermandad” es concebida como un bloque de defensa mutua y cooperativa entre los ePaíses firmantes. Sus acciones no deben entorpecer el normal funcionamiento de las naciones ni es de su injerencia las decisiones que estos tomen en los campos económicos y/o bélicos.
Art I - De sus cometidos

1. La “Hermandad” es un bloque de cooperación cuyo principal cometido es coordinar la defensa de los territorios originales de cada uno de sus integrantes, no estando necesariamente obligada a accionar en planes de conquista o expansión.

2. Son los intereses y cometidos de esta Hermandad fomentar y organizar la defensa de los intereses y la seguridad de cada uno de los integrantes. Asegurando la existencia de cada uno de sus integrantes como cometido inicial.

3. Cada País integrante de la Hermandad se compromete a asistir a los restantes integrantes en cualquiera de los módulos, existentes o aquellos que pudieren ser agregados, en todo y cuanto se encuentre a su alcance.
Art II - Prioridades de la Hermandad

A) Defender los territorios originarios de cada uno de los integrantes.

B ) Priorizar el beneficio común sobre el individual.

C) Nivelar el beneficio de todos los integrantes.

D) Cuidar que todos los integrantes puedan tener libre ejercicio de sus funciones con todas sus instituciones.
Art. III - Estructura Militar

Con el fin de cumplir con sus objetivos la estructura Militar de la Hermandad será la siguiente:

A) Un Comandante Supremo (CS)

B ) Un Asistente de Comandante Supremo (ACS) por cada ePaís miembro, siendo éste un cargo ocupado por su MoD o por el CP. La decisión de cual de los dos será recae en el propio CP.

Función:

Este HQ tendrá como principal responsabilidad la definición de las estrategias en las campañas bélicas que involucren a la Hermandad y el seteo de prioridades de batalla en función de aquellas.

Parágrafo: Elección de CS

Este cargo será designado mediante votación de los CP de cada ePaís miembro por mayoría simple en los términos que se declaran en el Art. V del presente documento.

Parágrafo II:

Se reserva a cada CP el derecho de vetar las decisiones del HQ cuando considere que éstas atenten contra la soberanía o integridad de su ePaís o de la Hermandad en su conjunto.
Art. IV - De la Estructura de Relaciones Exteriores

Con el fin de cumplir con objetivos de crecimiento, relaciones con otras naciones amigas o enemigas, se formará una estructura de MoFAs y será la siguiente

A) Los Ministros de Relaciones Exteriores (MoFA) de cada Países Miembros.

B ) Un Asistente de Relaciones Exteriores por país.

C) Un Vocero de la Hermandad, quien será elegido por mayoría simple en votación de CP y MoFa de cada ePaís miembro en los términos que declara el Art. V del presente documento, siendo el encargado de transmitir las decisiones y declaraciones del equipo de RREE de la Hermandad, teniendo un voto en las decisiones del equipo cuando requieran votación.
Art. V - De la Rotación de Cargos

Los cargos rotarán efectivamente y de acuerdo a los resultados electorales en cada país. Las fechas de rotación efectiva de cargos en la Hermandad será los días 10 de cada mes, creándose así un período de adaptación de 5 días a fin de que los nuevos mandatarios tomen cabal conocimiento de las actividades y políticas que está desarrollando la Hermandad.
Art. VI De las obligaciones de los Asociados

Toda nación asociada para ser reconocida como tal y estar comprendida en este tratado deberá cumplir con estos puntos

1) Todo miembro deberá tener en vigencia tratados de MPP con el resto de los asociados

2) Participar activamente en los conflictos declarados prioridad por el HQ

3) Participar en las reuniones del HQ
Art. VII De los motivos y medios de expulsión

Todo integrante de la “Hermandad” podrá ser expulsado sin más mediación si se configuran estos puntos mediante votación de los CP, asumiendo como válida la mayoría simple en votación cerrada entre CPs

1) Manifiesta o exprofesa falta a las órdenes o prioridades de la “Hermandad”

2) Comprobada infidencia o entrega de información vital de la hermandad que se entendiere pudiere poner en riesgo a cualquiera de los integrantes de la hermandad o a la hermandad propiamente dicha en su integridad

3) Cualquier conflicto armado o agresión de un integrante a otro.
Art VIII Nuevos Miembros:

1 - El ePaís que manifieste su voluntad de pertenecer a esta Hermandad, dispondrá de un período de prueba de 45 días.

2 - El acceso a este período de prueba será votado por los CPs de los ePaíses miembros en modalidad de unanimidad para que sea efectivamente aprobado y el plazo comenzará a correr en el acto.

3 - Se le permitirá formar parte del HQ enviando su representante de la manera que especifica el Art. III de este documento, teniendo participación y voz en el mismo aunque no voto hasta pasado el período de prueba.

Preamble

We the representatives of the governments of Colombia, Uruguay, Argentina and Ireland, who in the image of their respective CPs and seconded by the corresponding MoDs and MoFAs, in absolute willingness and total agreement decide to form a Block of Cooperation which is to be called “Brotherhood”.

The “Brotherhood” is conceived as a Block of Mutual Defense and cooperative among the signing eCountries. Its actions shall not obstruct the normal performance of the Nations nor it’s of its interference the decisions taken on the economic and/or warlike fields.
Art I - Of the tasks

1. The “Brotherhood” is a block of cooperation which main task is to coordinate the defense of the original territories of each of its members, not being necessarily obligated to take action on expansion nor conquering plans.


2. The interests and tasks of this Brotherhood are to promote and organize the defense of its interests and the security of each one of its members. Securing the existence of every member as main task.

3. Each Member Country of the Brotherhood is compromising to assist the other members in any of the existent modules or in those who might be added in the future, in everything that is on its power.
Art II - Of the Priorities of the Brotherhood

A) To defend the original territories of each one of its members.

B ) To prioritize the common benefit over the individual one.

C) To level the benefit of all the members.

D) To look after the right of every member to have the freedom to exercise every function of every institution.
Art. III - Of the Military Structure

With the purpose to accomplish with its goals, the Military Structure of the Brotherhood will be the following one:

A) A Supreme Commander (SC)

B ) An Assistant of Supreme Commander (ASC) for each eCountry member, being this a position occupied by a MoD or by the President itself, the decision of who will be there lies on what the CP thinks is the best.

Function:

This HQ shall have as main responsibility the definition of the strategies to follow in the warlike campaigns that involve the Brotherhood and the setting of military priorities according them.

Paragraph: Of the SC elections

This position shall be designated through a voting among the CPs of each eCountry member by simple majority, following the terms stated on the Art. V of this document.

Paragraph II.

Each CPs reserve the right to veto the decisions of the HQ when it’s considered to be

attempting against the sovereignty or integrity of his/her eCountry or the Brotherhood itself.
Art IV - Of the structure of Foreign Affairs

With the purpose to achieve the goals of growth, relationships with other allied nations or enemy nations, a structure of MoFAs will be formed and it’ll be the following one:

A) The Ministers of Foreign Affairs (MoFA) of each Country Member.

B ) An assistant of Foreign Affairs per Country.

C) A spokesman of the Brotherhood, who will be chosen by simple majority in a voting among the CPs and MoFAs of each eCountry member on the terms stated on Art. V of this document. Being the one on charge to transmit the decisions and declarations of the Brotherhood’s Foreign Affair Team; having as well a vote in the decisions of the Team when they require a voting.
Art. V - Of the rotation of Positions

The positions will effectively rotate according the results of the Country Elections. The dates of effective rotation for the positions of the Brotherhood will be on the 10th of every month, having this way a period of adaptation of 5 days with the final goal to get the new leaders to know the activities and policies that are being developed on the Brotherhood.
Art. VI - Of the duties of the members

Every associated Nation, to be recognized as such and to be comprehended on this Treaty, shall fulfill the following requirements:

1) Every member shall have MPPs with the other associated Nations.

2) To participate actively on conflicts declared as priority by the HQ

3) To participate on the HQ meetings.
Art. VII - Of the motives and means of expulsion

Every member of the “Brotherhood” will be able to be expelled, without further mediation, if the following points are reached through a voting by the CPs, assuming as valid the simple majority in a closed voting for CPs.

1) Overt or ex professes negligence to the orders or priorities of the Brotherhood

2) Proved misfeasance or delivery of vital information of the Brotherhood which leak might be understood as a risk to any of the member of the Brotherhood or to the Brotherhood itself.

3) Any armed conflict or aggression towards other member.
Art VIII - Of the New Members

1 - The eCountry who manifests its willingness to belong to this Brotherhood will have a trial period of 45 days.

2 - The access to this trial period will be voted by the CPs of the eCountry members, being accepted under unanimity, since that very first moment the period will start running.

3 - The country will be allowed to be involved in the HQ, sending a representative as the Art. III mandates in this document, having participation and voice but not vote until the trial period is over.
