Here's an idea:
What if the eUK government created a Voter's Club comprising entirely of eUK citizens?
- We probably have enough two-clickers to form a sizable base of voters (883 active citizens, apparently). It'd be a source of income for both eUK citizens and the government (with the government taking a share of each payment).
I'm pretty sure at least some people would gladly to put in a few extra clicks for some more money everyday and to help the country to boot.
- We probably don't need a website to run it, using Google Docs would probably work (like, just a survey created with "Name of Article", "Citizen ID", "Vote Number", a bit like how the Congress votes work)
- It could be run by government, with people who want to buy votes paying the MoF who would inform voters which articles to vote up (like an MoD priorities article or a mass PM or whatever), and having people giving out payments to voters for each vote (a bit like NHS suppliers)
It might not make a lot of money, but at least it'd make some.

I can ask the cabinet what they think then get congress to vote on making it something
Why involve congress?
(1) it has nothing to do with congress
(2) Most in congress don't have the capability of understanding it

I actually quite like this, although if we let eUK citizens buy votes from it people would probably find an excuse to kick up a fuss of some kind. Cry govt bias or something

If gov ran this we'd have to ban political articles imo or people would cry foul. I don't think TUP would like it if the eUK gov took money from UKPP and then made their articles dominate the top 5
In that case there'd probably be a lot less articles... I was thinking about how during tight CP elections candidates always wanna get their articles on top of their rivals, so instead of them buying votes from outside organisations they must as well buy it straight from the govt? Idk...
Also it doesn't have to be just eUK's media, we could get vote orders from other countries' media as well
Fair point. I'm just not a fan of vote buying. Any of my articles that have had votes bought for them are never done by me

Not really fond of the whole vote buying thing, especially for political reasons. Regarding the argument that "people will buy votes, might as well earn some money for eUK government": that's true, but atm buying votes is not held in high regards and few people do it, partly because of stigma, and partly because they do not know how to buy votes (and asking would expose that they do want to buy them). If we implement this idea, though, I think the stigma will be gone and vote buying, an undesired behavior, will become more widespread.
That said, eUK does need that $$$, and maybe if we put the idea before congress, they'll come up with some way to regulate it so that everyone wins.I doubt it, though, as I think most will be against vote buying for political reasons, and like you mentioned in another comment, that would diminish most of the clientele.
That said, though, it was a nice idea.
Seems like most people disagree with buying votes for eUK articles. Maybe we should sell votes for foreign articles only like VoodooMike suggested

Interesting idea worth discussing.
I don't like vote buying - it's exactly the same pay-to-win principle that were accuse Plato of.
However, this scheme could work if votes were only sold for articles published outside of the eUK. We'll happily take forig money to mess up their media ☺

Back when there were a lot of articles vote-buying could bury good articles, nowadays I'm not sure it's as big of a deal. There are only nine articles in the eUK media right now, which seems to be fairly typical these days, so anyone who clicks "More news" is going to see them all on the first page regardless of votes.
Also, if this does get implemented, I'd suggest that anyone who wanted to take part would be expected to vote up the MoD orders for free - would be a nice side-effect to get them always visible as soon as they're published.
