Congress announcements(edition2)

It has been 11 days since i shared my first report as Chairman of Congress.
In that time i have seen only a few trying to bring back some activity to our congress(which where pretty much mute during the previous term).

This activity includes an attempt to debate in-game by posting an article about Tax changes(on which a debate was already started a few days before that publication).

Although a mass-pm was created to communicate with all CM's in-game, there where little responses from those who do not come onto the forum. Therefore i can only hope that the information i and other CM's have shared in that message was very useful to them in making a good decision on voting laws.

Here is a list of matters that have been discussed on the forum and shared in the CM mass-pm:
◎ BNA Commander and BNA finances : A debate that started a while ago in which the succession of a new BNA commander was discussed on which little progress has been made despite a few more recent comments on this matter.

◎ Tax on food : It was a proposal to change taxes in the hope to trigger a positive change in our nations weak economic position. Only time will tell if it works(and reports from our Minister of Finance would give us a picture of that change). Debated for 3 days before it was put to vote(and accepted).

◎ Merge of BNA and BCA : This is a debate that started before i was CoC and despite lots of useful input from CM's, government-members and private citizens little result have come from this and the already approved merging(approved in the previous congress terms) has still not happened.

◎ welcome message - Pub : A proposal to change the current welcome message for new eBelgian players... still pending

◎ Selling BNA and BCA : Since the debates on merging BCA into BNA and adapting BNA to it has stopped without much results, the proposal of selling one of them or even both was placed on the table. It is unclear what will happen in this matter(BNA-BCA).

◎ request to unban Shadowukcs : A matter that reappears every 1 - 3 months(in private or publicly). This is a debate to attempt the unban of shadowukcs who has been a repeated violator of forum rules.

◎ MPP with eChile : A proposal that was acceptable for almost all the people that debated the matter in this topic and as usually in these kind of topics the debate included a discussion on the usefulness of signing an MPP.

◎ law vot on MPP : This is the vote that followed the debate on signing an MPP with eChile. Currently this vote is still unfinished.

◎ Donation law proposal : Currently there is a donation law to be voted upon(started by our minister of Finance, also a CM). More details are not available yet.

◎ Work tax proposal : This was an in-game vote started without any debate made by xPhone who left the country right after the proposal was made. It was quickly rejected.

Besides xPhone 1 other CM left our congress and politics behind.

This is pretty much all that has happened in congress since my previous report.

* MPP = Mutual Protection Pact
* CM = Congress Member
