It is a joke proposal. It will automatically get voted down by the majority. Towards the end of the term, there is nothing important to change, at least in this month's case. Rather than not use the proposals at all, some people decide to use them in order to gain XP.

Neil is my personal choice for Congress in MD. He is very active on the forums and participates daily.
