[Vanguard] Victory - for Denmark!

Dear Danes,
Let me write to you as your President when I say congratulations to a truly successful election. For me, personally, the elections were a personal victory - but looking at the country as a whole we can say this much: only Danes made it into congress. No political party is under PTO-control. This means that the PTO-threat, for now, is decreasing. While we can celebrate that fact today, let us remain vigilant! It doesn't take long, and it's up to each and everyone of us to spot them and remain active to make sure their plans fail yet again.
But today, celebrations are in order! Personally, I chose coffee and cinamon buns.
This week we've also seen the first stutters of actual activity in the political aspect of the game. Congressman Carlos has made an absolutely stunning job, writing a thorough manifesto for the Aurora party. I truly hope that such activity is rewarded - because it's actions as such that keeps Denmark alive and well. It's up to us to play the game, and now we have the chance after a very long time of being under political siege. Aurora managed to get two congressmen this election, which is a positive result. I hope to see more activity from Aurora, and I cincerely wish the all the best for the upcoming month.
Vanguard will not do less. In fact, we intend to do a whole lot. It is therefore I can proudly present: Vanguard's Party Manifesto. The whole manifesto can be found here, but to sum it up; here's what we're planning to get done:
- Adjusting the Danish market to the Welfare program via import taxes and VAT.
- Increasing transparency in the Ministry of Finance and Ministry of Labor.
- Solidify the Confederation with Germany by creating a common Ministry of Defense.
- Create a German Affairs Desk within the Ministry of Foreign Affairs, to streamline our communication between Denmark and Germany.
- Maintain and better advertize the L4TG-program.
- Cooperate with and support other parties, for the sake of competition, on political frameworks.
- We're updating our graphics! But that's just eye-candy for the rest of you!
We will also start to demand more from both our elected members of congress, as well as political rivals. Denmark needs a working political system in order to maintain a diverse and interesting community. There certainly is room for political fractions - and we shall call out people to take a stand and dare to be amazing. This is in line with our long term goal: a two-region Denmark by the end of 2013.
I, pho3nix, would also like to announce that I will be running for a third and final term on the 5th of JUNE (thank you MC!). After that, I will step down and give way for a new generation of leadership. I hope I will get the honor of serving you yet another term - it's been a blast and an honor so far.
I would like to congratulate our elected members of Congress: the two Oldfags Maine Coon, our trusted Minister of Foreign affairs, and Stente - the only eRepublican I've had the pleasure of sharing a hotel room with. But perhaps most importantly; our newest Congressman - Matthias Lund! I see nothing but potential in these players, and I'm sure they will perform beyond our expectations!
I would also like to give a salute to Percival Dumbledore - the man who firmly keeps Vanguard on route to success!

Reading the Vanguard manifest it spring to my eyes that you claim to have a ROI of 35% on the welfare programme. That can’t be true. The programme must have a negative ROI. Could someone with access to the data please supply the correct ROI? Or is the term ROI used really, really loosely 😉

Well, if we're expecting the state to earn more than we put into the actual salaries - you're right. The government isn't earning any money from this. Personally though, I see it as we're investing in our population. That is, the money isn't lost - it's just been transferred to the public.
ROI in this case means that 35% of what we hand out make it back to the treasury. Actually, that number is around 45% (9432 in treasury, total cost of Welfare is 20580). Still, it's way above what we expected when we started Welfare, and I see that as a huge improvement. Again, we haven't emptied the treasury on a monthly basis more than once, so it's hard to tell exactly how big the impact of Welfare is.
All in all though, this is a very cheap way of enabling Danes to play the game - and I think we should continue with it.
It is true, that the ROI is actually -65% when it comes to money that can be read directly.
When it comes to increased activity and happier citizens, it is impossible to valuate.

The ROI is around -55% before we start handing over cash to Germark, and we were expecting ~-85%. I'd say we're well within budget.
Read through the forum, and I estimated losses at 75-80%. STILL, we're 10% away from pessimistic-pho3nix-analysis. And that's a good thing. I think.
And with the weak economy system in this game, I'd like to think that protectionism is the right way for us Danes.
