[USWP] The Zombies Revive

Greetings Zombies and others,

Its been a fortnight since I last wrote to you all. While I have been ever present on IRC and in on forums, my media presence ingame has been less desirable than I’d have liked it to be. That being said, things have definitely been looking up for us a party and a country after the doom and gloom that existed not so long ago.

This was the first month in eUS history in eRepublik that we as a country were unable to get a Congress ingame. Facing stronger foes and due to Executive mismanagement, we were simply outgunned. However, to continue the functioning of our eNation smoothy, Congress amended the Constitution allowing Party Presidents to pick meta-Congress members from their party for the month.

The USWP delegation consists of Artela, Tenshibo, Rainy Sunday, DarkMantle, MCSH, Ludonarr, N4N0 and Delyruin. From three time PotUS Artela to first timer MCSH, we have a formidable list of old and new Congressmen representing our party and the nation. I and the rest of the party wish them the best of luck as they work for the betterment of the eUS.

Country President elections are upon us, and we have a fair few people running for the PotUS position. Four time PotUS Oblige, former Cot MC New Azazel and a many time Secretary of State Dr. Luis Sentiero have posted in the USWP forums to get the support of our party as they vie for the big seat. Although these people may have different plans for how our great country should be run for the next 30 days, they all intend to work for the betterment of our nation - something that all of us should continue to do so. was Artela a member of your party when chosen as a congress member. Was she not Party President of another party and does she not remain so? The constitutional amendment you refer to is clear that you are to choose from your party members only. Was there simple oversight here or a different explanation?

I disagree with your interpretation of the amendment.
The amendment states the Top 4 non-PTO Party Presidents are to submit their list of Congress members needing access. No where does it stipulate if chosen candidates may or may not be members of a 6th party or unaffiliated.

so "their members" isn't members of their Party? stretching more than a bit I think. Mind you the congressional debates, held when congress considered the wording, should clear things up. I presume your interpretation is that the Party Presidents may choose any player, from any party, or even a non aligned player, to sit in congress. I would actually like that and think it is good policy.

No, it is not a list of members of their party, it is a list of their Congress members. Top ranked parties have forever collaborated with 6ths to allow smaller parties representation and a place on the ballot. Why would Congress interfere with that now?

with respect: "their members" pretty clearly refers to party members. It is a stretch to interpret as "their congress members". It isn't utterly kooky but a stretch. It would be good policy to interpret it the way you would want. If we could read the secret deliberations of congress maybe we would find out that was the intention. Or maybe we would find out it wasn't the intention. That is the problem with secrets.

Sadly, your plausible interpretation wasn't the answer given to Thor when he quite reasonably asked the same question I have asked here. He was told a number of different, self contradictory things including, from yourself : "Artela is and has been a USWP member since obtaining USA citizenship". That isn't true of course. He was told she was an "honourary member" as well. In short, until your plausible answer today, every explanation offered assumed that "their members" meant members of the PP's party.

Now, the solution seems pretty clear: the Speaker publishes an interpretation which then becomes binding. Doesn't solve the problem of the congress' legitimacy or the problems associated with secrecy but it does solve the interpretation problem.
