Hello America,

In this edition of Education Today we will discuss how a bill becomes law in eUSA erepublik.



The Legislative Branch is where the elected members of eUS Congress serve and debate.

1. Public Congressional Proceedings
2. Private Congressional Proceedings
3. Library of Congress
4. Congressional Budget Office

Some of these areas are where the public can watch what happens in Congress. In the last article the Congressional Budget Office was explained. But how do the laws of eUSA become law?

There is a living document of our current Constitution that our Congress and Country President follow. This Constitution was created and headed mostly by former player SGGHays. Now, before a proposal can be made, a member of Congress (hereafter "member") must pose the subject for discussion and allow 24 hours to pass. The Speaker of House or Deputy Speaker of House may waive this requirement if necessary. Ten members must approve an identically worded proposal for it to come to a vote.





Let’s take a look at a current law that is live in Congress and underway!

Line U1. MPP Costs: $60,000

V. Treasury

Line U6. Reserve Remaining

TOTAL: $205,000 & 1 pony, Stable Master, and Blacksmith

ps: all reports are that no ponies violated any laws, incurred censures or behaved in an unconstitutional way.

In this discussion there are line items of appropriations that basically explain where our country’s tax money will be spent. As mentioned in the last article, the CBO will eventually send this money to the Country President and/or the Secretary of Defense. Line 1 is showing how much the cost is for our country to have Mutual Protection Pacts with other countries in erepublik. It costs $10,000 cc each MPP for eUSA. Line 2 is our country’s defense budget. Line 3 is where Rental Agreements were budgeted. For example, before the Resource Wars eUSA needed Saltpeter as a resource and Mexico rented that region to us. Wild Owl, our Country President, noted that the rental can be dropped. eUSA has full bonuses in its core regions so a rental is no longer a necessary expense.




After 24 hours (or if the Speaker waives the waiting period) the discussion can be moved to a Proposal. Voting on proposals will last 24 hours but may be extended for up to 72 hours by the SOH or DSoH at their discretion. All members may vote. Only votes in the form of "yes" "no" or "abstain" will be counted. Proposals that require a 2/3rd majority in game to execute or Amendments to the Constitution will require a 2/3rd majority to pass. Any member may start a voting thread for a proposal after it reaches 10 approvals. A member may change his or her vote at any time before the voting period ends.

As we continue on learning this process, lets now look at the current [Proposal] Budget: March 2015. Traditionally, at this stage of the process, the Congress Whip would ‘whip’ the votes and persuade, inform or incentivize other members to want this law to be approved and passed later. The Whip wants to build support for the law, and basically get the majority vote of the quorum to vote yes or no.

If a quorum of votes are cast, and the required number of votes cast approve, the proposal becomes law. The final tally shall be performed by the SoH or a DSoH, who shall announce the final results.
