[CP] To be or not to be. (Referendum)

To be or not to be is certainly the question on our minds right now. To be under a safe dictatorship, rising amidst certain civil war or to be a democracy, something that may inject some activity and excitement in our withering e-nation. That is a decision you must help make as a population.
There are two options for this referendum, A.) Dictatorship and B.) Democracy.
Further detail:
Option A: Dictatorship
This option is something we have been doing for some time now. Enacting a safe dictatorship and then having the winner of each months CP election as dictator. However we saw a severe decline in activity in this option and we saw our former dictator unwilling to give up "power", leading to a whole civil war mess. If this option is chosen it will lead to a civil war that will ultimately destroy what's left here. The aftermath will lead to either a safe dictatorship or something else with Rylde. (Who by the way has set COs against one of our friends (Portugal) recently angering more than one big friend), a pretty stupid move or perhaps pre-draft McDavid excitement that cannot be contained. This option is unsafe and if Rylde leads at the helm at the end of it, we probably will have FA issues to deal with. The other side would have Dill at the helm for the remainder of the term, but that too will lead to more decline in activity, so both sides have issues that will have to be dealt with.
Pros:
- Safe from foreign takeover threats
- Allows full functioning government
- Dictator may still be democratically selected (Our allies & friends stand ready to help make this happen if necessary)
- Canada continues to function as is
Cons:
- Civil War Drama, leading to internal fights, money wasted etc.
- Decreased activity may continue
- Rylde/ may enact an undemocratic leadership (based on previous experience)
- Little buttons to press other than dictator, heavy on role playing
Option B: Democracy
This option brings what Canada loves back into play. Party politics, election day articles, behind the scenes planning, harmless squabbles over who has the better party etc. We've also seen in the past week or so, some articles and players have mentioned they prefer democracy for activity sake and for something to log on to. The headstrong leap into wars, crazy RW parties and all around eCanuck craziness would make a slow return, maybe not to its previous height, but it may come back. However there is one downside. For 200k and a MU, we could face PTO threats from outside sources, endangering our treasury and democracy. We would of course fight our very hardest to prevent it. So, Canada do you want to live a little dangerously?
Pros:
- Congress returns, PP get their powers back
- Election campaigns
- We operate as we had for years
Cons:
- Outside PTO threat possible (only one big one)
So Canada, what will it be, A or B? As incentive to vote, everyone (Canadian or expatriate) who votes A or B will receive 500 Q7 food.

Option A: Dictatorship
Despite what words others have put in my mouth I would love to go back to the way we were before dictator updates. Sometimes we weren't actually Democratic on every issue but the leadership worked together, outside party politics influence, and always worked for the best interests of Canada. Even in those unDemocratic actions on the fly it was very seldom that only one person made the decision. There was almost always time to take a quick poll of the cabinet and get one or two replies. Nonetheless everything was just plain more interesting with Democracy and we were actually making some headway bringing new people into the "elites".
Why then encourage Dictatorship? Now I have two reasons to want it.
Thanks to Cordis Die (read Rylde) putting up COs for Spain, we have Asteria on Orion's ass. They want to know why they should support Orion if they can't control their members. Serbia is extraordinarily pissed and some have even talked about a retaliatory strike against us. Our goodwill and friendship is cut down in one act. Canada has worked for over 2 years building FA relations to the point that we'd have help just for the asking if allies and friends were available. To be blunt, Rylde simply cannot be trusted to run Canada. I believe that he will not walk away from power leading to him eventually pulling a coup in an attempt to become dictator again.
Number two is my original thought. To do a regular PTO you need to get more voting citizens than the original occupants. Hard to do but most PTOs just cause misery anyhow. To do the hostile dictator ALL YOU NEED IS ONE PERSON to get citizenship, start a new MU and appoint you as commander. Then it just depends on how deep your pockets are.
We've never actually tried the original plan with the CP being dictator and Congress proposing/voting on the forum and the CP voting their decision in game. Let's try it for a couple months. If it doesn't work out then we can do Democracy.

I would rather fight a common enemy rather than my countrymen.

Who would not try to coup a country you were at war with if they left that option open? 200K is nothing for a major power. AS plus coup? Impossible to defend both at once. No point barricading the front door when the back door is wide open.
Elected CP as dictator is by far the safest option. Is it the preferred option? That is for you all to decide.
Why bother with an AS? Launch a coup, watch us blow all our reserves, wait three days, launch another coup when we're defenceless. It's basically strategy 101 and it's been used on us before.
They could then try to milk us with reasonable taxes or pump them to the max to cripple us (and also still make a good chunk of their coup costs back). Or a combination of both (high taxes, then a change of heart, then they're still in charge until the determination is high enough for us to set democracy back).
In the meantime we might even launch an unsuccessful countercoup. Or maybe we'll succeed but still need to spend hundreds of thousands of dollars just to win. How many times could we go through this cycle before we're both broke and too weak to fend off an attacker or kick them out in a reasonable amount of time?

Plus I don't think people have grasped the concept of a foreign dictator as a sincere possibility. A couple weeks of "the good old days" isn't worth being bleed dry for months. Activity is dropping because the game sucks, not just because of dictatorship, which we saw well before the dictatorship module. Activity will drop a lot faster with a foreign PTO, as has also happened in the past.
That's the reality of this dictatorship crap, Plato fucks you whatever you do.

It's the only feasible way to keep Rylde locked out (at this point he counts equal to a hostile foreign PTO). We can "vote" for democracy but ultimately it's credit cards that now vote via coups.

and what about option c: modelled on the RL model of Canada (and others) - the constitutional monarchy.... where the dictator has all power but exercises it only with the advice and consent of the elected representatives.
Things outside game mechanics rarely work out long term around here, but I like it.
C is A as it is currently written...you just want the two separated, right?...but that might split the vote and give 'B' a further lead.
You are channeling Jean Chretien.... remember the Clarity Act or whatever it was/is called.... bottom line is, the choice is about integrity vs. posturing(Rylde's word). Absence of integrity has brought us here.
If there's no clear majority then I hope that Congress votes to not accept the results of this referendum. 😛

The only problem I can see are mechanics - both meta (how do we run a democracy outside of the mechanics of the game?) and game (to start: how do we keep the dictator accountable without having to spend $400k each time?).
If I thought people cared enough about this game still I'd consider trying to piece something together. Then again, even if people did care, I'm not sure I do.

chochi; consider - choose someone who is irreproachable like Rigour6 or Eta or Plazariuson... make him dictator for life....he will need a MU... he acts on the advice and consent of the congress.. hold congress and president elections as permitted by game mechanics...etc

Yes, those are some great ideas about a C option and it was a pleasure discussing them with you, kind sirs, but it already seems that the Vote is at hand.
