You should use 0.19 gold training every day. Here's why.
Warfare analysis
With Natural Enemy bonus, 2 invited friends and daily tasks, you'll gain 8 strength per day. With the 0.19 gold booster, you'll gain 10.5 strength per day.
Since it takes 250 strength for a Super Soldier medal, you'll get a SS medal every 24 days. During that 24 days, you'll spend 4.56 gold on training. The SS medal gives you 5 gold.
Therefore, you actually make gold if you use the training booster. Plus, you'll have more strength and do more influence in battles.
Also, there have being proposals (by me) to have a government-sponsored program to give everyone 0.19 gold per day.

Sadly, I dont have 2 invited friends anymore. They gave up on the game after V3.1
I dont think I can bring my friends to play this game now, the game is getting worser by the day.

In agreeing with venja, its a good idea to pay for the bonus to registered and active ADF members (this was started during my last term as CP, but it wasn't my idea). It should not be done for every random citizen.
@wally wilson: why not? The advantages are that our military power becomes stronger, more people will come to eAustralia because of the training bonus, and we could cut black market trading by requiring those who want the 0.19 gold / day to not trade on the black market.
