well not so hard tho its obvious either someone put the Tyre there when they planted the tree but the tyre dont look that old as it takes many years so the tree can grow that high from the trunk of tree it looks like 7+ years old tree and the tyre still have its pattern that keep it gripping the road and dont look too decomposed so my guess is that when they cut the crown and all branches of the tree when it was over grown and its between two roads may be was disturbing the traffic so they cut the crown and branches not the trunk so that it can grow back again. That was the time when someone put that tyre in there.
