What the hell is that on world map?

I played this game a long time ago, back in 2011, and then I noticed something unusual on the world map. I asked everyone what the hell is that, but no one could tell me. Today I was looking at world map and I noticed it again.
I bet all of you saw this.
Does anyone know what the hell is that?
Admin paradise which we mortals cannot reach?
Or an alien base which will be an ultimate mission, the country who manages to successfully AS alien base will be given world domination?
Or this is the place where servers and the famous headless chicken are located?

Maybe country which have fixed economy?
I've run out of ideas. Any suggestions what the hell is that? Let me know what you think about this important and life-changing issue.

It is the location and outline of Aral sea, but maybe it is colored gray because it has mostly dried up?
