Tomorrow a New Day for DAL

AS the new resources come into effect tomorrow, I will be starting the new DAL companies and implementing our new militia group with the help of helia 14. This is not a new idea and I will directly quote Janos from a forum post with the idea himself and TemujinBC had last month.
"I don't think anyone is running this program right now. Tem and I intended to do a similar program with the DAL Charity/Industries. Here's how it works.
1st step - You get a member with a high productivity level to run a company as a Working Manager.
2nd step - Fill the company with "Charity clients" working at minimum wage.
3rd step - Drop food supplies to the clients.
4th step - After a determined period of trust time, offer the clients an advance of 10 gold. This is an advance that will be repaid in two installments. The first consecutive 30 days they work at the company will get them a Hard Worker medal and 5 gold. The second month will get them the rest. If they like it after that, they can continue working for the company. But meanwhile, they will have their own company for 2 months that they can work for free and profit off of. They will become stronger citizens and we will earn their loyalty by nurturing their early days in Erepublik."
The only changes I have planned as we will also be distributing q5 weapons for those that wish to participate. With an invasion looking imminent I believe everyone should be able to fight with the best supplies available.

Bascially a good plan for sustaining new citizens and rewarding the ones that stick it out. Expect to lose some Gold loans, but otherwise the pay-off should be good for eCanada and party enrollment.
You could just do charity handouts of food to party members, since it is easy to produce excess these days, but I would say this plan does far more to improve citizens toward becoming self-sustaining.
But will this come to be?
I heard the Scorpius and Dominik killed the DAL. Is my gold simply going to be directed to their pockets?

If you can get Nucksalltheway to provide access to the DAL treasury (which is about $30k CAD according to Scorpius), then the "trust" issue on the 10 gold loans can be somewhat mitigated. Still, the party needs to determine what "trust" means regarding this issue.
