I wonder why the guy/guys waste time making multies in unimportant countries such as Argentina, South Africa and Japan... if they popped up in Serbia/USA/Romania/Hungary/Russia, they'd be far more effective in creating havoc and forcing the administration to improve their systems. Especially if they eff up the elections that takes hours of their work time to fix.

First step: always reverse these CHEATED battles, banish all the people who are involved in it -> so all the efforts of hacking and cheating is fruitless

Second step: make some better captcha or method to make registration for non humans harder. Probably this guy has special email server for his clones. Also use some heuristic method ie registering from same email server mass amount of people in short time -> investigation, or automatic mail that try again in few days, if you are a valid player write email to support.
