That doesn't change a slightiest thing. At the time of this "NAP" Croatia didn't have a border with Serbia.
Guess they had plans to get a border with Serbia and attack them, so they tried to use this "NAP" to their own advantage.
Cheat the game not the playa.
On the other hand Poland didn't have plans to get a border with Romania and attack them, so pretty much it was Croatia, that behave dishonourable and shameful. That doesn't surprise me at all. ;]

And to my best knowledge, Poland helped Serbia to defend themselves. The reason for a war, was a collaboration with our allies to attack us.
As for seeking NAPs with every possible neighbour. Guess Croatia never had any NAPs with Hungary or Slovenia, not even with Serbia, when they were going to Mexico, and left Bulgaria to be deleted. ;]

Yeah I remember how desperately Serbia chased us and got cut off at Spanish border. Truly that was a NAP with them.

^^ The thing is we didn't put the NE for attacking Serbia (but of course Croatian attack on Serbia broke the NAP we had, so it is Croatia that is without honour and without dignity).
As I already wrote, we attacked Croatia, because they wanted to make our allies attack us.
