Update: The WAR has started!
It has become inevitable that in a few days there will start a WAR between two Phoenix member states - eLatvia and eEstonia. You would guess it will be one of those countless training wars, but it will be not. This war will be as real as the war between eSerbia and eUSA. You would ask why the two Phoenix nations which in RL are so friendly as hardly any other two neighboring countries would start a real e-war between them? I can explain some circumstances which have led to this coming war:
Despite eLatvia and eEstonia both are in one alliance - Phoenix - and has helped each other quite a few times [Estonians helped Latvians to liberate their Zemgale region from Finnish occupation in July, 2009 (http://ereptools.net/battles/info/id/6850); but the Latvians helped to repel the Finnish assault on Estonian Pohja-Eesti on February, 2010 (http://ereptools.net/battles/info/id/8950)] behind this facade the real relations between the two countries has been quite cold.
The real facts behind eEstonian membership to Phoenix
eLatvia has been a loyal PEACE and later Phoenix member from July, 2009. It was a host country for PEACE training-wars for more than three months. After the TW ended on November, 2009, eLatvia has sent it's troops to almost every important battle for Phoenix, doing considerable damage (counting damage vs population).
About eEstonia you can't say the same - their membership to Phoenix has always been cold-blooded. It was eLatvia which literally pulled eEstonia into Phoenix in December, 2009. The eEstonian society has always been more or less pro-EDEN: a lot of Estonians are fighting in the armies of EDEN countries (there has been even open callings to join the eUSA army in Estonian press), pro-EDEN articles appear in the Estonian press on the regular basis and they has even elected pro-EDEN presidents (one of them being a former minister of Canada). I think it was not on the press, but there was an incident when eEstonia refused to help eRussia to wipe out the eFinland. Russians were so angry they even threatened to attack eEstonia. Only the Latvians helped to cool down the Russians. After that eEstonian president "missed" the exact time to block Finns and eRussia lost the initiative in the Scandinavian front.
The fact is - eEstonia has not been acting as a loyal Phoenix member. Despite the pro-EDEN feelings and disloyal actions against Phoenix, eEstonia have never left Phoenix and joined EDEN because of the fear from Finland (remember the French situation after leaving Phoenix) and because of Latvians always persuading them not to do so. Maybe it was a mistake.
The history of Estonian-Latvian disagreements
eLatvia was an initiator of the Baltic alliance which was intended to be a Phoenix regional sub-alliance consisting of three Baltic countries eLatvia, eLithuania and eEstonia. However we were never been able to found it because of Estonians always complaining about the formal state of war between eEstonia and eLatvia. I should explain that from the summer of 2009 there is a formal state of war between eEstonia and eLatvia and also between eLatvia and eLithuania; the reason for those "wars" are the safety of eLithuania and eEstonia - eLatvia is always able to swap if eLithuania is under the threat of Polish invasion or eEstonia is under the threat of Finnish invasion. Because of that eLithuania has been once saved from Polish occupation on October, 2009. In a turn Latvian-Estonian "war" has been used several times for eLatvia to swap to the borders of eFinland and for eEstonia to get a free war with Russia (because of Latvian MPP with eRussia) to enter the Finnish front on April, 2010. Lithuanians has always known the strategic importance of this formal state of war with eLatvia, but Estonians have not. They have always used it as an excuse not to make warmer relationship with eLatvia.
There is one more thing severely damaging the Latvian-Estonian relationship. After one of those land-swaps eLatvia got ~12k EEK (Estonian local currency) from the Estonian treasury. As always in such situations eLatvia gave back the money, but eEstonian officials without any justification are alleging eLatvia has stolen that money. It is most likely some of the eEstonian officials has just stolen this money, but this has been a reason for some Estonians to troll about "Latvian thieves" for more than 6 months.
The rapid change from disagreements to hostility
A few days ago this Estonian trolling resulted in some anti-Estonian articles in the eLatvian press. Some of the Latvians were really pissed off. Without Latvian help the eEstonia by now would be possibly occupied by either eFinland or by eRussia, but the only answer from Estonian ruling elite was trolling about "Latvian thieves". After these articles the real Estonian troll was unleashed - Latvians were accused in all the sins of the world ... from theft to preparing an invasion into eEstonia. In this situation Latvians though .. why not?! We had been living without direct war from the times of second invasion into eFinland on December, 2009. eLatvia is really stuck into geopolitical peace-corner of eWorld - we have borders only with allies. The result of this has been a constant quiting of Latvian eRep players. If Estonian ruling elite are accusing us in preparing an invasion into eEstonia, why not to make one?
eLatvian president proposed to eEstonian president an unbalanced but fair fight - Latvia vs Estonia + its 2 MPPs with Hungary and Russia. But the eEstonian president was scared even from that. He ran to the council of Phoenix asking to punish "aggressive Latvians". In result the leadership of Phoenix demanded eLatvia not to attack eEstonia, threatening eLatvia with grave consequences (expulsion from Phoenix and even occupation) if the attack will be made.
The future of eLatvian membership to Phoenix?
Despite those threats from the leadership of Phoenix eLatvian president has made a statement he will not step back from the intention of attacking the eEstonia. If Phoenix choses to be on the side of eEstonian elite in this dispute, then let it be so. eLatvia is ready to face the consequences and fight bravely. We have always been a loyal Phoenix nation, but we will never allow to make from us a puppet of somebody. The pride and national interests are prior to the loyalty towards Phoenix.
eLatvian president has made a promise to attack eEstonia in a few days. The attack has been delayed only because of the eHungary asking to help in the fight against Polish attack. eLatvia and eHungary has always been a very close allies and eLatvia will not leave the friend in a hard time. It can be also said about eSerbia, eLithuania, eRussia, eTurkey, eGermany, eFrance and eSlovenia - these are the nations eLatvia call her true brothers and would wish to keep good relationship even if eLatvia will be expelled from Phoenix. We had helped each other a lot and hope it will not change only because of eLatvia not being a member of Phoenix.

This article is so full of lies that it's pointless to list them..
My point of view:
Estonia has never been pro-EDEN. We just have some very annoying trolls, who write articles and comments about EDEN. You can see 5-6 names repeating all the time. And that article which was written about joining the US army? Check the comments, they are very hostile against the writer of the article.
The president, who was from Canada? He was also the one, who didn't attack Finland and was the reason why Russia lost the advance in Skandinavia. If you look at our laws then you can see that he was impeached with votes 36:1(and the impeachment came so late because some foreigner fool had proposed it just few days before the incident and we couldn't do it before)
About the 12k EEK Story?
Latvian gov is lying about it. Latvia got the money with the landswap(which they should be grateful for) and then we wanted the money back and they claim that they gave it back, but we have checked our logs over and over and no trace of 12k EEKs making it to our treasury(and we have some very good people who watch after those things)
Furthermore, if any Estonian speaks about the 12k or about peace between Estonia and Latvia in the #Latvija channel then he/she recieves a kick-ban instantly. I don't consider this diplomacy. And with the current situation the deal is same. Only shouting "Troll" and constant trolling on Latvian side. I would really consider changing your government, because the current one is really childish.
And if you look at numbers then you can see that Estonia's damage in Phoenix operations has grown rapidly. We finally got a normal CP and expenses on military have grown a lot.
So, for conclusion, Latvia will make a mistake, if they attack Estonia. Estonia has always been a loyal member of Phoenix and although our military power isn't so big as Latvia's, we don't just want to attack our ally. Who's next? Lithuania?
This specific situation is a few days old, has included outright lies to PHX by latvia, provocative articles in estonian media & massive trolling and insults in estonian IRC by latvian conressmen.

I don't know what's the point of proposing peace over and over again (reminder, you do that on weekly basis, I didn't said something about daily basis), but that last proposal simply drove some congressmans out of their minds, because YOU treat us like some kind of s***, YOU could at least talk to president before spamming it. It just got too annoying.
About that money, talk to president who was at that time. Ask him. WE DON"T KNOW WHAT HAPPENED TO YOUR MONEY AFTER DONATION. Can you finally understand that? We donated, end of our business. What you do after is no our fuc*** job to find out.

I believe that in the end this situation will prove beneficial to both eLatvia and eEstonia hopefully providing excitement in this much-too-quiet corner of the world. In all likeliness the war and possible occupation of eEstonia will provide eEstonia with a baby-boom and will keep many eLatvian players interested.
