Surely you realise that even should Sambo be elected, his mandate would have to pass congressional approval no matter what he said, and would then require congress to repeal the Congressional Procedure Act (and probably the Constitution too).

Likelihood of all that happening? Not very high, even if congress does it's usual thing of being useless.

To threaten an MTO on the chance that all this happens comes across as very ill-advised.

Congress will have a say. There are two instruments making sure that Sambo's statement is nothing but bluster. They are called the Constitution and the Congressional Procedure Act. Unless both are repealed, Sambo's declaration is nothing but hot air.
