While the protocol for congressional procedure has been overlooked a few times in the past, and has been wiped from the forums a couple of times as well, it's worth reminding our dear congressmen of it.
1. Bring up all prospective proposals on the forums for debate. (http://www.esouthkorea.freeforums.org/index.php)
2. Have a forum based vote.
3. Actually propose in-game
Why?
Because I said so!
But seriously, why? Because Dios forbid we have to propose something, you know, important.
So we don't waste proposals, so that we have some semblance of sanity (we shouldn't be changing import taxes on grain every 2 days.), and so that we can actually (hopefully) get better laws by getting further input on ideas, and more informed congressmen and citizens through the debates.
On lulz (exp.) proposals. Is there anything wrong with proposing stuff for exp.? No, there's not. However all lulz proposals should be held until the the end of the congressional term.
Why?
When there's a MM attack and we need to print/donate money fast, we might not have any active or online congressmen with proposals.
And that's NO GOOD!

As assembly Speaker, I fully endorse this message.
We are a nation of law, plus some other lulzy things. But law is included, do not forget.
We need to drive this home to ALL new congressmen to help them understand the procedures. They are their for a very good reason.
The biggest mistake I see when any new group of congressmen are elected, are un-discussed proposals and things such as that. We need to make sure they understand.
