End War with Germany
As most people know I've been against the War from day 1.I've not only been against it but I've been quite actively against the war in articles , on the forum and by proposing Impeachment against Vitek Ruzicka.
Its silly for a small country to declare war on its neighbours.Especially neighbours 5 times stronger than us.If we are to survive World War 4 we must be neutral and maintain good relations with all our neighbours.

Begin Training War</strong>
This is hardly a revolutionary new idea.We have been discussing the possiblity of a training war for some time but we really need to get the ball rolling now and begin the training wars.I would choose the Sol wars over resuming the mushmoon wars because the Sol wars have showen in the past how reliable they are.
ECONOMY
Import Raw Resources
At the moment the only way businesses can get raw resources is via the black market. This is dangerous and awkward. We cannot expect private businesses to buy a license for 20 gold in the Czech Republic and supply us with Raw Materials. The country is too small for them to make a profit after spending 20 gold.
So I propose that the state steps in creates state owned companies abroad. These companies would be operated as any other businesses except the main goal would be to supply Czech Republic with raw resources not to make profit. Anything not sold in Czech Republic could be sold in the country that the businesses is operated in
The cost would be 20 gold for the company 20 gold for Czech Licence.We would need 4 companies. One for Diamonds,Wood,Oil and Iron(there is a sufficient supply of Grain).It would cost 160 gold to set up these companies in High resource regions and for the licence to supply the Czech Republic.I believe t would cost 20 gold at the start to maintain the companies(wages).
So the total cost to get this up and running would be 180 gold. This is a lot of money but we have just wasted 180 attacking Bavaria so I think we can spend 180 gold for this valuable project
<strong>State Bank
</strong>
One of the main problems with Czech Businesses is that we have many Q1+Q2 Businesses but not many Q3,Q4 and Q5 Companies. The reason for this is many companies don't have enough money to upgrade. To solve this problem I think that we should set up a state bank and loan money to these businesses.
Most of the time we are just keeping money in Ceska Nardondi Banka but not doing anything with the money.If we loan out the money we will be helping Czech business by helping them upgrade and there will be more variety in the marketplace.
Creation of State-Owned Training Company
As I write this article I see that there is only 1 Skill 0 job on the job market(supplied by Weinfass fair play to him).Anyway this is quite a problem.This problem is coming and going.To get rid of it permanently we must set up a State Owned Training Company
Wouldn't it cost a lot of money to provide these players with food to help them mantain their wellness?
No.Not every new player will be provided with food.They will be shown how to fight and go to hospital so they can improve thre wellness.It will just be new players under 40 wellness that will be given food.
Still would it not cost a bit to help the players under 40 wellness imrove there wellness?
Not really to get +1 wellness it would cost under 1CZK..For more extreme case where the player is in a lot of trouble (20 wellness)we might have to use +3 wellness which costs only 5CZK.It really isn't a lot of money looking at the for the country considering our bank has nearly 850 gold and 40'000 CZK .There won't be many players seen as we only have around 5 new players a day and I'm guessing only 1 or 2 stay with the game
Which Sector Would you choose to create commune?
I would create commune in Manufacturing sector because that is where the most business is and the sector that is most in need ODF new workers
What Businesses in Manufacturing Sector?
I would pick Moving Tickets because the price for moving tickets is too high at the moment and a state-owned company will cause other companies to dop prices if they wish to remain competitive
How much Would this all Cost?
The Company would cost 20 gold.5 Gold should do for upkeep e.g wages

I won't really comment on this because this is more a matter for congress but I would be for higher taxes especially on Import Tax and only 1% VAT.

NAP's with neighbours
Sadly the region we live in is quite volitile.We need to maintain good realtion with ALL our neighbours.To help with this I propose that we have NAP with all our neighbours.The NAP stands for Non Aggresion Pact it will mean that we promise not to attack them and they promise not to attack us and if either side breaks the arrangement they will have to pay for repairs. This would be insured through the Contract section on the Forum
Fight Imperialism
Imperialism is awful especially for a small country like the Czech Republic.We must not only take an anti-Imperialist stance.We must also actively fight against Imperialism.This means that we will encourage our citizens to fight for the victims of Imperialism.If it needs be we should distribute Q1 Moving Tickets to help our citizens fight Imperialism
Also we will have to show our disapproval for Imperialism by trade embargoing any Imperialist country.
<strong>Start Recruiting For Embassies

I look at he list of ambassadors. It seems a bit out dated.Only 2 of the people listed as ambassadors are still alive and in Czech Republic so we will need to begin recruiting ambassadors from our 12-15 active players

Active Recruitment
We need to send out recruitment articles on the erepublik forum calling for active players to come to Czech Republic.Also we need to send out advertisments about the Czech Republic around the world.If anybody has any active friends ask them to move here.

Citizenship Organisation
</strong>
This organisation will look at all the citizenship applications. It will then PM congress members telling them who to accept.This is a good idea that will help activity. If we actively recruit and only let in active players(players who write frequent articles and will take part on forum)then the country will be much more active.We have only 30 citizenships each month.We must make the best of them.If there are citizenships left over towards the end of the congress term then the not quite as active players will be given citizenship

Competions to help Activity</strong>
One of the reasons people find this game boring and become inactive is because of lack of incentives. By creating state-owned competition we get rid of this:
Lotto-Player pay small amount in hope of winning large amount
Recruiting-Person that recruits the most active people weekly
Hero-Person that inflicts most damage during training war
Noble Prize-Monthly Prize for people contributing most to Czech Republic in selected fields
New Citizens Help
Life is hard for new players.They don't know the game so often they may find it boring. To help new players learn about the game we must get all the explanations on the wiki page translated into Czech. To get this done we will need a Czech to translate them. It is unreasonable to ask this as a favour of somebody so we would pay them 4 or 5 gold per translation.It will be a long term cost because citizenships are long term
ORGANISATION
Weekly meetings in chatbox
As you saw Svoboda got 47% of congress because they were organised. To get things done we will need to be organised. Weekly meetings will help get things done. This will not be just for congress or cabinet. It will be for all eCzech Citizens that want to give there input. The time picked would have d to be a central European time because that would be the time that would be the time that would suit the most people and a day that most people won't be busy
Think Tank
This will be an organisation. If ANY citizen has any idea that they think will benefit the country they can PM it to this org and it will be brought up at the next weekly meeting.

This is something I will look into.I'm not promising a new Defence System
I'm going to have to credit this idea to Gutinho an ex-Congressman in Slovakia.The idea is that instead of paying 300 gold for a Defence System you can build one for 100 gold.
1.The idea is that you set out a contract with a Q5 Defnence System Company to rent the company.
2.Send Workers With Construction skills to help build the hospital. Supply them with food and gifts unless there is a regular war in the country where the company is.The workers will be paid minimum wage
3.We send the the company resources to build the Defence System
4.Gutinho say this would all cost around 100 gold but I'll need to check it out
The benefits of this project are that:
1.We get a Q5 Defence System
2.It will create jobs for construction workers
However there will also be a few problems:
1.Raising the gold needed for renting the company
2.Supplying the company with raw resources
3.Getting Workers to move to country and work for minimum wage
These Solutions may work
For raising gold I think getting citizens to donate would be a good idea because it could build up a sense of national pride and citizens will feel they are making a real contribution to the country
If there are however any gold in the country thats good too:D
For Supplying the wood needed we have two options.
1.We get people with land skill to work for the companies medium skill companies and buy the wood supplied for the project.
2.We rent a Company in a High Wood region.Get land workers to move there and work for minimum wage.The disadvantage of this would be paying for rent but you would supply twice as much wood.
As for getting workers to build the Defence System for minimum wage I think we should ask all construction workers in this country.
You may wonder why build a defence system and some people will say that we are too small to get much use out of it but it doesn't matter the population of the country. The affect would still be the same(+50%) and this would give us the edge over our neighbours Austria and Slovakia should we ever go to war with either of them(don't think this is ridiculous it has happend before)
I may not be elected but I hope that whoever does get elected implements some of these things ideas.
Sorry for not having this in Czech but its a bit long and it would be unreasonable to ask somebody to help me with this

Slovakia has hospital company, if you work there, you can build it for you, just with small compasation (or maybe on for you one for us and so....).
We have also wood in ussia, so we are really able to produce very cheap hospitals
But this is just offer, we are selling them no for profit
Slovakia has one hospital and second we sold but we have 250g for new one in reserves

Interesting manifesto.
Just about the points regarding economy:
Raw material companies - First of all, do you have any numbers on how many products in each domain are being produced/sold every day? As for Q1 raw companies, the production in these costs noticably more for 1 unit of raw than in Q3+ raw companies. It is very likely that anyone would be able to buy raws elsewhere cheaper unless the state would pay continously for wages of foreign workers. One Q3+ iron company run by the army might be a good idea though, with excessive production sold to the local market.
State bank - I think it is a good idea - as long as there would be clear criteria on who qualifies for a loan, a clear standard contract, and ideally also one vote by Congress approving the issue of loans.
Training company - There already is a Q1 training company, someone just needs to stay aware of clicking the update button for the job offers once in a while. Creating communes with 10 workers each is not a good idea IMO. New Citizens should join private companies latest at about skill 2, so that private companies can gather enough active workers for export licenses to pay off.
You'd be making a huge mistake if you elected this child. Just saying

Do you have any idea what you are talking about? Businesses can get raw materials at the lowest worldwide cost by having an org abroad which can easily move between countries. This is neither dangerous nor awkward, and it is always as cheap or cheaper than the black market (the black market guys have to make a profit, right?).
As DaLe has already pointed out, it is silly to run Q1 RM companies, and anyone who has experience will know this. You are wasting manpower, and hence LIMITING THE SALARY YOU CAN PAY THE WORKERS. How un-socialist is that?

@Gertrude:The point is that that is inconvinient that we have no supply into the country from the Monatary market.It must be a hassle for somebody to have to donate money to an org,change account,use monatary market to get local currency,buy goods via marketplace,donate goods to org and then donate goods to the company.Would it not just be easier to go to the marketplace and buy Raw Resources.Also many people may not have a second org

I made a mistake there I was only counting cost of upgrade.I din't add to cost of setting up the company in the fisrt place but this just furthers my point that Q3 may be a bit too dear.

As for my ability I think I will manage quite fine.If you are qualified to be minister of defence despite the fact the you have only 5 posts on the forum and you haven't been on the forum in nearly a week despite the fact we have had battles with Germany in that time then I am certainly qualified to be President of the Czech Republic

I think you're the only one who sees things as they are in eCzech Republic, you know what it takes. Others just want to be president for fame and a medal. I do not think that your case is equal. With Ru President going to get ahead as a country, we will grow. Will be a country where one can have a business running, high wellness for eCitizens which promotes the production of business too.

I think that you overestimate the inconvenience of using an organisation for purchasing raw materials. It is part of everyday eLife for many of us, and it is how the government armories are run.
Anybody who has a business will almost certainly have an organisation - most General Managers are organisations, not individuals.
I'm not sure whether you are referring to a DS or a hospital, but we should not be spending resources on a DS because of our small population. It just isn't worth it.
We already have too many hospitals placed (it is a good idea to have one region with no hospital) but having a Q5 hospital in reserve is a good idea. Paying for a training war (about 240 gold/month) is the first priority for government expenditure, I believe.

You cherry-picked my activity over a few days of the holiday season rather than my competence, while I am basing my opinion (and it is only my opinion) on your actions, the contents of your newspaper articles and forum posts over a long time.
The most strong side of Ruaidri's presentation is an Economy. I like idea about creation state owned companies abroad. As manager of Statistical Agency I full agree with him, that production of the Q3...Q5 is big problem in our country. I need a time to analize statistical dates, but at this time I can say, that food is produced just in 1 and 3 qualities. It mean that Q2, Q4, Q5 are from foreign markets. In weapon production of Q1 (one of the most important production for low level citizens) there are no vacancy in skills 0 and 1.
