For a decision to go against you is not a valid reason to leave. For you to apply that logic in this case then India would lose either way, as either 9 leave or 21 leave.
It is not impossible for people with conflicting ideas to play in the same community, for what other reason do we have a political module? In this case a referendum was held outside of the game but in cases of congress, party and presidential elections, would it be right for each person who loses out to just give up?
