Politics in the V2

Day 850, 11:59 Published in North Korea North Korea by Kim Young

Democracy
This will be the standard form of government. It will work the same way the current form of government works.
Differences from current political module:
Party Presidents who label their parties as authoritarian or totalitarian have the right to remove members from their party and new members will need to apply, the way citizens now apply for citizenship
A new proposal for congress would be expulsion: A congressman can propose to expel another congressman and the law will require a 66% approval to pass.
Another proposal for congress would be to convert a president into a monarch, effectively converting the political system to monarchy (see below)

Monarchy
A President can become a monarch if a congressman makes a proposal and it passes with 66%. However, monarchy can be revoked with a simple 50% majority vote. Presidential elections are suspended once there is monarchy. On the 5th of every month the Monarch can choose to maintain his throne or select somebody else to replace him.

Similarities to RL
Just like in RL, same in eRepublik monarchy is pretty lame. However, it works for some people so why not give them the option?

Are you sure you want to start a coup d'etat?
This is where the fun begins. A coup d'etat can lead to two form of governments: Dictatorship or oligarchy.
How does one start a coup?
Any citizen of the country can stage a coup.
After a citizen clicks the Coup button, they will have an option to create a Dictatorship or an Oligarchy.
In both cases though, the citizen though will have to be a party president.

Citizens will have the option to fight for coup or fight for democracy similarly to a RW.

The cost of starting a coup should be very high for obvious reasons.

Dictatorship

What could a dictator do?
A dictator will have the same law proposals that a president has in a democracy. The difference with democracy is:
The Dictator has the authority to ban political parties.
A Congress will still exist and have the same powers it currently does (including impeachment). However, since the dictator can ban parties he essentially chooses the Congress.
The Dictator has the authority to censure the media by banning existing newspapers and forcing all new newspapers to apply for a license which the dictator must approve.

A dictator however cannot grant citizenships. This will make it harder for foreigners to become dictators since a dictatorship will require multiple citizenships depending on the amount of congressmen each country gets.

How do you overthrow a dictator?
A dictator can be removed by two ways:
1) Political resistance, which will effectively be another civil RW. The cost of this RW will be a percentage or factor of the country's GDP. Therefore if the dictator can manage to help the economy it will be harder to overthrow him.
2) If the congressmen he chooses decide to impeach him with a 66% majority vote.

The dictator can only propose himself to run for presidential elections. He can also effectively terminate the dictatorship by choosing someone else in which case the form of government will return back to democracy.

Similarities to RL
The cost of overthrowing a dictator will be astronomically high which means a dictator would need support.
Random example:
Say eUSA gets lots of gold from taxes
Say an army general from ...eChile wants to stage a coup and create alliance with eUSA
eUSA can supply the Chilean general with the money to start a RW and even troops to fight to help him seize power

Oligarchy
An oligarchy will work similar to a dictatorship, except that the person who starts the coup will need to select a maximum of 5 people to maintain control of government should the coup succeed. These people will be the only ones involved in the government process handling both presidential and congressional proposals (ie no Congress)
