Maine Senator's Congressional Report

Day 707-716

October 31, 2009: No This would ordinarily be an automatic "yes" vote. However, we in Congress have found that sometimes money from the CBO may not have been spent in accordance with budget provisions. Moreover, Congress has had no contract with those who ran the CBO to assure that Congress controlled expenditures made by those people. There has been some resistance to a reassertion of Congress' authority over the CBO. After assuring ourselves that the Executive had enough resources to meet its needs, some of us decided to stop donations temporarily until a contract is completed that restores Congress' authority over the CBO, Other Congresspeople either disagree with this tactic or did not hear about it. Thus, proposals are made. Some vote "yes"; others vote "no". This is part of an effort by some in congress to regain some of the authority we have ceded to the Executive in the past.
