As for the embassies. I think we should give some kind of political powers to those who have political titles. For example the Minister of Foreign Affairs would have the ability to set-up embassies in different nations and assign Ambassadors to these nations who would try to build relations with the country that they're assigned to through different game mechanics.

The Same applies for the the alliances that the Major powers belong to. Through game mechanics that nations can try to apply kinda like a MU with different functions.
