With 40 jPY you can go USA and with 2000 JPY you can buy weapons as you can see in table. And then, when you sell your weapons that you bring from USA with lower price; you will gain enough JPY as you can see in the table again.

Unfortunately you have not taken the current VAT or return trip moving costs of 80JPY into consideration in this equation.
That 1082 JPY ends up a bit more like 386 JPY.
It looks like VAT will be dropping soon though, so may be worthwhile sooner rather than later.

Also, you only can earn it if the tanks are actually sold

just buy the weaps in eJapan and fight with them.
Everyone knows the black market trick. Not everyone, though, knows what it means to support one's country.
That'll take ages as well, eJapan market is slow when selling anything.
