For whom you did this?
Small countries cannot even sign the alliances inside of them own military alliances, because of huge cost of 10.000.
Big countries have 20-30 alliances, because of many people.

Now new support for rich countries.
?

So, now the rich will be more rich, the poor - more poor.

Do something for small countries!
Help them with some projects where small countries will be able to compete!

Maybe it were more smart idea to calculate the biggest influence of man.
So the total influence of country is divided to population of this country.
The winner can be even small country where the population was fighting hard.
And it will show who is fighting more heroic, big country with 10k of people or small with 500 people
