From South Mexico to a war at the heart of Europe?

Our last edition investigated, amongst other issues, the matter of what seemed to the world the forgotten occupation of Campeche (Mexican lands in the South of the Country) by Portugal and the continuing state of war between Mexico and Spain.
After an interview with the Mexican president, it was apparent that peace was the primary objective of the Mexican government. To research the matter further we made contacts with both the Spanish and Portuguese presidents.

1-What is stopping Spain, the second most powerful country in the world, from signing a peace agreement with Mexico?
We have nothing against Mexico but we are against Portugal, which at the same time can be an obstacle to sign a peace agreement with Mexico. We do not wish to attack Mexico but if we work together we could achieve something against Portugal.
2-What are your views about Portuguese occupation of Mexican lands?
Portugal is an enemy both of Mexico and Spain and we are working on the matter.
3-Do you mean that if Mexico helps Spain against Portugal you will be prepared to end the war with Mexico?
You have understood correctly. If Mexico supports Spain against Portugal, peace between our countries will be assured.
4-Why has Portugal become an enemy of Spain?
Portugal is hostile towards us and it has proved it by declaring a trade embargo against us for a number of days now and by not showing a conciliatory attitude.

1-What is stopping Portugal from signing a peace agreement with Mexico?
We are in peace with Mexico.
2-Under what circumstances would you end the Portuguese occupation of Mexican lands?
We have no interest in keeping Campeche, and we will return that land to its rightful owner, the Mexican people. What concerns us is the fact that there is an active war between Mexico and Spain, and we are not sure what are the Spanish intentions towards Mexico. So our position is, and has always been that we'll freely return Campeche IF Spain signs a peace treaty with our ally Mexico and end this war, for Mexico's safety. (returning Campeche would allow Spanish government to invade Mexico).
3-What would you respond to the statement in our newspaper of President Giles of Mexico?
I've talked to Giles before, discussing this same situation. And he has an honourable position. He is willing to sign a peace treaty with Spain with no conditions. From that view its obvious who doesn't want peace in this story. All I have to do is congratulate him for his courage and diplomatic decisions, and we will support him and his government on this matter. Like I said before, the Portuguese people will return Campeche as soon as Spain accepts ending the current war.
4- Would you like to send a message to the world?
Yes indeed. Portugal is a country that respects its allies, so if returning Campeche threatens our allies' safety we won't do it. Only if we have guarantees that Mexico doesn't get endangered by this action. If some group tries to fight for the resistance of Campeche with the war between Mexico and Spain active, our country will fiercely fight against them. Portuguese people are strong and united and will fight with honour.

We contacted the Mexican president again who declined a full interview given that matters of state would prevent him from talking about this issue freely. He did however provide us with the following statement:
Portugal is willing is to give us Campeche without fighting, they just want us to stop the War. The Spanish president hasn't answered to us what they plan to do.

NEWSFLASH
At the time of publishing this paper there is a Spanish proposal to go to war against Portugal, which is currently winning 14 to 8. Will this mean war at the heart of Europe once more?
