Aim: To consolidate our existing financial procedure into an existing act, and to clearly lay out the eUK’s tax policy.

a.The passage of this bill will repeal the Finance (Partition of Orgs) Act and the Finance (Setting of Budgets) Act.


Part 1 - Partition of the Orgs

a. The eUK’s orgs will be partitioned, with the Executive no longer holding the passwords to all orgs.

b. The CP’s government will retain access to all traditional orgs of government communication.

c. Four orgs will be set aside for the use of Congress to hold funds separate to the CP.

d. The dictator will ensure that relevant government ministers/congressional representatives have access to the correct orgs.

e. Orgs may be transferred between Congress and the Executive or to new bodies by congressional vote.

f. The Chairman of the Congressional Finance committee will administer orgs under congress’ control, and ensure that relevant congressional officials have access to any relevant orgs.

g. Congress will hold a full list of orgs and which organisation or citizen has jurisdiction of them.


Part 1 - The Budget

a. CP Candidates will submit their written budget proposals to congress by the 3rd of the month prior to the CP Election.
i. Their budget should be submitted by PMing a copy to both the Speaker and the Chair of the Finance Committee

b. Congress will debate and scrutinise all budgets received over the following two days, before a 24hr vote begins on the 6th of the month, on the budget of the candidate who won.
i. In the event that Congress rejects the budget, a 24hr period of negotiation between the CP and the Finance Committee will take place, and then another 24hr vote will take place.
ii. During this period, Congress may approve temporary funding to the government for day-to-day business.

c. The monthly budget will cover a period from the 7th of every month, to the following 7th.

d. The Budget will cover all government spending that the CP and his government intend to make, and all funding that government departments will need.

e. The Budget should also include details of how the spending detailed is to paid for, and whether or not the CP intends to run a surplus or deficit over the month.

f. In the event that the CP requires additional funding outside of the budget, he may make an additional funding request to congress via the Finance Committee, submitting a written request clearly detailing the amount requested and for what purpose.

g. Upon Congress accepting a budget, it will the responsibility of the Chair of the finance committee to organise the release of funds to government ministries, whether this be from the treasury, or from orgs that are administered by Congress.

h. Funding should be sent directly to the org of the ministry responsible, and should not be moved out of the org by the CP or government minister without notifying Congress through either the Speaker or the Chair of the Finance committee, stating the reason for the money to be moved.
i. Both the Speaker and the Chair of the Finance committee can block the cash being moved if the reason given is outside the original remit of the funding. Congress will then hold a 24hr vote on whether the money should be allowed to move.


Part 3 - Taxation

a. eUK MU Suppliers will be eligible for a Work Tax rebate, so that they pay an effective rate of 3%, if the rate is higher than this figure.

b. Foreign MU Suppliers will be eligible for a Work Tax rebate, so that they pay an effective rate of 4%, if the rate is higher than this figure.

c. In Order to be eligible for a rebate;
i. eUK Military units must follow MoD orders and not break any of the official in-game rules.
ii. Foreign Military Units must not fight against the eUK or her allies
iii. The final decision on whether to award a rebate or not rests with the Minister of Finance, who can use their discretion to avoid fraudulent claims.

d. When the eUK is under attack by a hostile nation, and it's not part of a planned training war, the CP and/or dictator has the right to lower Work Tax to 1% for the duration of the attack. Congress must be informed when this happens, but there is no need for Congress to vote on the tax rate adjustment. Congress can vote to reverse the tax rate adjustment in the usual way.


Part 4 - Accountability

a. Each Ministry is to maintain a record of all public funds allocated from central Government showing how resources are employed. These records are to be accessible by members of eUK Congress and public.

b. Public donations to Government funds (such as contributions towards Combat Orders) are to be be publicly recorded.
