Reason: the discussion for this proposal gave three options, I believe that this one is the bess for keeping the budget balanced as well as the added benefit of discouraging foreign powers from purchacing american arms in mass. This proposal is in conjunction with lowering all VAT taxes to 1% and raising income taxes to 21%
