Czech National Bank (CNB) degree
-this degree changes article 12 of Czech constitution which I have created 2 years ago

I) Status of CNB
a) CNB is used as national bank of the Czech Republic
b) CNB must be located in the Czech Republic. If Czech Republic doesn't exist, money should be used only for purpose of independence
c) If any user steals any amount of money, that user will be reported to the admin

II) Bank counsel
a) Bank counsel has 3 members
b) Bank counsel getting requests on donations only by president of the Czech Republic
c) In case of request on donation bank counsel has to:
1)Immediately contact Ceska Narodni Banka about request
2)In 24 hours decide if they will donate or not and publish decision in newspapers


III) Deciding process of Bank counsel
a) All members of bank counsel have to decide for or againist donation
b) Donation will be executed only when all 3 members of Bank counsel will agree
c) In case of short-term vacation of bank counsel member its up to governor of bank to take part in deciding progress

IV) Governor and vice-governor of CNB
a) Both, governor and vice-governor have access to CNB
b) Governor is first responsible, vice-governor is replacer in case of his vacation and supervisor of governor´s work
c) Governor donates only according decision of Bank Counsel
d) In case of short-term vacation of some member of bank counsel governor takes part in deciding process.

V) Requirements:
a) The Governor and vice-governor, have to be e-Czech citizens for at least 5 months

VI) Appointment of a lawyer for the bank and the Governor / Lieutenant Governor
a) These positions will be elected by the new Czech president and published in newspapers
b) The election of President will not be disappointed by the Congress (the same process to decide on the contracts in the art and 8 in the Czech Constitution)

VII) Change of governor/vice governor and bank counsel
a) Is possible only in these cases:
1)Every new president has the right to appoint the new governor, vice governor and bank counsel
2) on request by governor/vice governor or member of bank counsel relevant reasons - 1)own decision 2)suspicion of excess of power 3)Inactivity
3)leaving e-republic (ban)
b) In both cases reason has to be published in newspapers
