Ceasefire Announced. Official Norwegian Decree.

After hours of talks between Norway, Finland, and Russia we have reached the conclusion of a temporary 48 hour ceasefire. I and my staff have receive reasonable evidence that Russia is not seeking PEACE affiliation and is willing to return to proper negotiations for the territory in question.
Russian administrators have made small revisions to the areas of concern in their initial contract for independence. A vote over the contract is being put before the Norwegian Congress at once. The Congress will use the next 48 hours to make adequate review of the contract and determine its support for the liberation.
Terms of the Ceasefire:
*Contract be put to a vote within the Norwegian Congress
*Both sides declare official ceasefire following negotiations.
*Wall is to be kept between 60 000 and 90 000 hp for the duration of the ceasefire.
*All soldiers stationed in the country are kindly asked to keep the wall within those levels.
*Should Congress accept this contract, the ceasefire will lift and soldiers seeking battle training will be encouraged to join the force to destroy the wall, and liberate the region in dispute.
*Should the measure not pass the congress, both sides will resume fighting and negotiations that the Congress finds more suitable will have to be made following the war.
I will be keeping everyone informed in the media in the near future of any changes.
Any questions regarding the proceedings of the ceasefire agreement should be direct to myself, my Minister of National Security in attendance Anders., my Vice President kir, or myself. I will try to answer all queries in as timely a fashion as possible.

"Russian administrators", who are they? Who is in charge of Russia? Who has the rights to sign a document from Russian side with Atlantis or Norway if this country is not exist?
Are you saying that Texas can sign any documents with Atlantis? NO? Why do you think that Russia can do that?
I'm trying to explain that Russia didn't exist, so this country can't possibly sign anything with anyone, that's why Russia need to get an independence, so countries like Norway can recognize it.
If Russia gains an independence, that way it can elect a president, and this person will have all rights to sign any documents, because he was elected!
How can you do otherwise?
Hatebot and Manifesto are the leaders on the Russian side, they were the leaders when Russia got conquered and they started the resistance to liberate it.
The russian leaders are several people within the party.

Your right Edward, Russia does not have an officially recognized governing body. It does however have a group of representatives, elected to the Norwegian Congress by the Russian citizens with the intention of representing the Russian people in situations such as this.
Therefore I will choose to invest my time negotiating with the people Russia has chosen to represent them. What would you rather I do, refuse to recognize the Russians altogether? Once we have made a proper agreement, Russia can get its independence and then choose whoever it likes to represent their interests. In the meantime, I will negotiate with your representatives.
It's more of a recognized movement. Government in exile. Plus, a free country can still go unrecognized. If say, half of canada split off saying "We're independant." Some places may ignore that claim and still consider them as part of canada...although from what I hear, some places the general pop of Canada would acknowledge it even if no other country or their own government did...
Off topic. Anyways. You don't need to have land to be recognized as a government. You don't need to be recognized even if you have land.
Once again: you can talk to these people, but you can't sign any agreements with them, because they don't represent Russia yet, no matter what you say and what they say. These people are still a Norway congressmans, they were elected by Norway people, not Russian.
And I want to be clear that there is no such country like Russia yet, so nobody can't sign any agreements until Russian president is elected.

Edwar😛 Calm down and just check how Finland started its road to independence. We were all norwegians. Yes we also had a finn as Norways president, but it is exactly the same.
All this comes down to democracy. You need to respect the vote of the people. Because there is no eRussia the closest are the minorities in eNorway and eFinland. Just like in the real world you start diplomatic conversation within those countries with the leader(s) of those minorities.
Exactly what has happened. Until the diplomatic cycle was broken by an act of selfishness. Things need to be done in a way. Without a way we have anarchy - or dictatorship whichever you think is better...

The terms being proposed to congress are almost the exact same as they were before the meeting. We simply cleared up a few mis-conceptions in the original contract and removed 300g from the bill since this resistance war already began. Currently the vote is 9-2 in favor, and the vote ends on Friday morning.
why do we want to let russia get their independence back? whats our benefit?
I think it's pretty self-explanatory.
1. You don't have Russians screwing up your congress
2. You actually get moral high ground in future situations.
3. Trains soldiers from the multiple resistance wars which will continue through Norway, and everyone benefits there.
4. War helps your economy, makes people spend saved up cash.
