Thanks for the cut down version. My only thoughts are in relation to MPP's. I expect that eAus will not be under constant threat as we have been previously, so we will rely on our MPP's for DO. So what I want (yes I know this sounds selfish, but I don't want to speak for everyone else) is few enough MPP's to limit impact on budget (and you funding two yourself is very generous), but enough (and with the right nations) so we can have DO and fights available as we probably won't be attacking/being attacked as has been the case for the previous 12 months. If eAus cannot run a surplus in the budget while we have all regions and are not being attacked, I doubt we will ever be able to run a surplus.
I am curious to know the candidates thoughts on this
I'll break my answer down into a couple of points. First off, cheers for the question(s). I agree the threat has lessened because of the imposing strength of Poland, however circumstances can and will most likely change as they already have in the past. If things stay as they are I can definitely see us cutting back on a couple of MPP's and reinstating them later on if necessary.
Now to answer the surplus part, eAustralia has and can achieve a surplus but at the end of the day it will all depend on tax revenue. Our populations numbers have dwindled in the past 6 months meaning our tax revenue has gone down a bit and recent governments got lucky on competitions which helped.
We are still a few resources short but the ones we currently hold I expect will add a bit more to expected revenue, but for now that is just purely speculation. We want to be able to support all eAustralians financially and we can to an extent, but it means the balance of surplus to deficit will be a tricky beast to rein in. If circumstance allows, I have no problems at all with cutting or temporarily disabling funding to certain areas.

A good number of MPPs are needed, reinstating them if necessary would mean we only need our allies when we are in trouble, when they would need help we couldn't as there is no MPP. That is just not working for me. But funding other stuff can be cut back for a certain percentage: funding ADF and other stuff like now, private MUs etc. should be calculated from the weekly income. Maybe I'm naive but if we make 200000 cc a month and we need the 12 MPPs we have which is 120000 cc, we can only afford to fund 80% of the remaining budget which is 64000 cc, we have 16000 cc surplus.
Like I said it is an example, and surely hard to calculate the income we can make, but weekly we can recalculate what is needed.
Yes this makes sence to me. We don't want to appear to be only wanting sign MPP's when it suits us. My only concern is spending the entire budget on MPP's.
The only thing I would consider is that I think your estimation for 200k cc is very high, I believe it is closer to 100k (excluding comp income which was estimated in the budget to be around 150k but there has been no comps this month, and I wouldn't want to rely on Plato too much for them stimulating countries economies.
We have to choose wisely then.. it was an example of course, but we can not rely on Plato for sure. But this weekly challenges are boosting our economy a bit.

With all due respect the world is probably about to flex and change a bit with CoT imploding.
With all our MPP's at present we have no battles, so we don't need 12 MPP's we need the right MPP's (*cough Argentina) Countries in continuous battles.
Agreed, not only that there is a possibility some TWO nations may leave if they get bored of total domination like ONE did.
