Cabinet and Goals for the Upcoming Month in eNorth Korea

A Chinese translation of this article isn't available as I had originally intended (too lengthy for me to feel comfortable asking someone to make the translation), but I do hope this suffices for everyone. If you have any questions on clarity or concerns about my ideas, just put them in the comments and I'll try and answer them. For those of you that don't know, I'm about to be President of eNorth Korea again, and so here's some stuff about stuff:

Small cabinet as we don't need many positions to get things accomplished here, but if you have any ideas for any other position not listed that you would like to fill then let me know. If I agree the position is something that would benefit our country and not waste it's resources then I will certainly bring you on board.
The Commander of the People's Armed Forces (aka MoD) is vacant right now while the developers sort out the military module and I'll be managing the bank myself since I'm still extremely paranoid after the original People's Bank of North Korea was hacked and looted long ago.
Plans:
Change the welcome message:
Make it simple and efficient, but also more generic and multilingual so that it withstands the test of time. The excessive ampersands in the current message are quite unpleasant and look unprofessional.
Expand Presidential experience proposals from two to four:
Current and past Presidents have only utilized the embargo and welcome message proposals for this. I plan to add peace and buy construction proposals to the President's daily experience (also known as "rubbish") proposals so that those that are in Congress (the majority of our population) may gain an additional 300 experience points per month (600 in total).
Establish a training war for North Korea:
War is good for everyone. It creates demand for weapons and food while allowing the population to gain experience and rank points, which is great for activity. So with the lowered cost of battle fees, I see no reason for us not to try and establish or involve ourselves in a training war to help benefit our country and the citizens that live here.
Launch a government-run Q1 food company to provide low skill (0-2) jobs at minimum wage:
Pretty simple. These jobs are not always provided by private businesses and thus to increase new player retention the government will try to make them always available. The food will be stockpiled and utilized down the road for the military or if there are shortages like we saw recently (shouldn't be as much of a problem now with happiness gone).
Continue to protect our country from internal (bots, PTO) and external (military attacks) threats:
Whether it be back in the day when Ali Benabi (banned for multis) created 200 accounts when eNorth Korea opened to fund his personal bank, or when Celio Azevedo (banned for multis) recruited a bunch of his "real life friends" to the game to say the same thing on all his articles and jack up his vote totals in Congress elections, or the great wizard (otherwise known as keks-n, banned for system exploits) and his quite epic botnet that helped him and the Shaolin seize control of eNorth Korea and drive it into the ground many months ago, our country has always been a hotbed of multi-account activity. But in every case, there have always been citizens willing to step up and put in the work to locate these accounts to report them, and there has always been me to pick up any stragglers that those citizens might forget. I don't know where I'm going with this, but basically eNorth Korea has seen it's fair share of multis and is still here, so I expect us to continue to work together to keep it that way and minimize the overall threat created by multi-accounts.
And for now, there isn't much of a possibility of an invasion of eNorth Korea, as even if the Slavs to the South seize control of the country of our Chosun brothers and attempt to invade our land, they will never step foot on our domestic soil. I can promise that.
The real and most imminent threat is that of the Polish Kim Party/Red Cat Army. Looking at the last two (1|2) pages of citizenship approvals you can see almost nothing but approvals by ePolish Congressman. In fact, for those of you not in our Congress and aren't notified of it, almost all eleven ePolish that were automatically elected into Congress this month have hit-and-run it. This means that they were elected, approved an ePolish immigrant with their one citizenship approval, burned both their proposals (one guy attempting to impeach Rod Damon), and left Congress almost immediately.
Now, one might say, "Hey, aren't the ePolish our allies? I remember back during eWorld War II when the ePolish put up the most damage in the defense of eNorth Korea during the eRussian invasion and I also remember when the POG and Rabbits led by Sadix liberated our country from eHungarian control and gave us a huge amount of gold to get us up and running after the bank theft and helped stabilize our currency. That doesn't sound like a threat to me!" And I would agree, those ePolish are our allies and our brothers in the truest since and we owe quite a bit to them.
But these ePolish have been uncooperative at best. To give you an idea as to why I say that, here all is what has happened between the allied forces of eChina, eNorth Korea, and eUSA and the takeover ePolish since they came here:
Back when eNorth Korea had open citizenship in July, coldriver (the current President at the time) and I (his Vice President) as well as some others were contacted by members of an unknown group of ePolish players requesting that we hand them two of the four political party presidencies that were up for election. We (the allies) agreed that we would give them one, as they had done nothing to support our efforts in the country and hardly any of them had even entered our country so we expected their numbers to be inadequate to hold two parties. The ePolish leader "agreed" to this, but they still ran candidates in two parties. But later, when the elections were wrapping up and they needed help to secure their party from one of the Phoenix candidates, they asked for help from the eChinese. The eChinese (being some of the most awesome and organized people I've dealt with) provided them that support and enabled the ePolish leader (Darios92) to win his party elections. But while the eChinese were helping Darios92 out, Red Machine (another ePolish) was having his "completely independent ePolish (despite being a part of the same recruitment drive as Darios)" voters push him past the eChinese candidate in one of the other parties, so that they would have their two parties.
We felt betrayed, and I personally wrote them off write then, but we continued to attempt to work with them as we still expected to face trouble from the Russians/Serbians in the Congress elections. Call it working with a necessary evil. Anyways, we (the allies) decided we wanted to split up the Congress so that each ATO group would only vote for a few of their own candidates during the day (only 10 seats were up for election at the time), and then combine our voters in the end to use where necessary, so that as a whole we would win the majority and have full control of eNorth Korea again. We (the allies) decided on something like a 3-3-3-1 split (three seats for CN/PL/US and one for NK as it was based off of expected number of voters for each group) and presented it to the ePolish group. They turned down the proposal after Harrison Richardson presented it to them, and demanded that we give them a majority of the Congress. We declined, and I haven't heard from them since. What did happen that Congress election though was there was no Serbian or Russian threat, and we (the allies) worked together and shut-out the ePolish in Pyongan, leaving them to only one automatically-elected seat in Jilin that term.
Kind of getting tired of writing about this, so let's just say that despite that massive defeat, the ePolish have continued to stick around, and have hit-and-run our Congress the last two elections (gaining an increasing number of seats each election), so it's safe to say they are not giving up on whatever their original plan was. And to any that disagree: if they weren't trying to satisfy their own goals, they would remain in Congress, attempt to become members of our community (they've written one article here in the three months they've been here), and approve new immigrants other than their own. NettoBoy has been the only cordial person to come out of their community.
So until firm evidence suggests otherwise, we will consider this ePolish group a political takeover against an allied nation, and will continue to work together against their efforts to undermine our country's progress.
Stabilize the currency at an exchange rate that encourages imports and helps create better pay for local jobs:

I wrote something out involving balance of trade and effects of an higher-valued currency on imports, but I've never been one with words when it comes to The Economies, that was always OliGagnon or Scy Fye, so it didn't make much sense. So I'm just going to say TRUST ME ON THIS ONE BROSKIES. My personal goal as Minister of FInance for this term is for our manufacturing market to have several more options on it from imports and for our workers to stop getting paid one-fourth of what they would in a medium-sized country like eJapan.
I won't waste the country's money buying up currency/gold on the market trying to create the rate I want, as that would be ill-advised, but I am going to try and set an exchange rate that could greatly help out the country in the future (whether that be .025 or lower will depend on demand, just not hopefully .015 now that much less KPW is in circulation). I've already increased the gold reserves by close-to 100 gold since I seized control of the bank a few days ago, and I plan on ensuring that we run at a budget surplus during my term. Congress, just keep feeding the bank foreign currency, and after the military module and new food changes start driving their values up, The Drago will cash in on them for the good of the DPRK.
The goals of the other cabinet members will be up to them:
I run an open shop because I don't want to drive people away from this community, but whatever they do will be within the constraints of our budget and for the overall benefit of our country.

I just wanted to say thank you to coldriver, bullseye_0718, MeiFawAn, Leojane Zhu, Rod Damon, Harrison Richardson, Gaius Julius and everyone else who has participated in the allied effort to keep eNorth Korea safe these last few months. Whether it be organizing voters, an election vote, a recruitment article, a shout, or whatever, these things have ensured that the tiny eNorth Korean community can once again begin to grow and make something of itself.
