A new senate and words of advice

Hey Guys and those about to become senators.

Just a few things to highlight when you get your message, medal and 5 gold.

First please don't waste your proposals, speak to other senators, check forums and gauge opinion before hand, you only get a few so don't blow them.

Likewise
Don't accept any new citizens until checking with the immigration officer in the senate section of the forums, or at least message them in game to check first.

I will post here one policy of note the Senate Standing Orders Policy (11/11)

Senate of eAustralia
Purpose: These Senate Standing Orders outline Senate Policy and Procedure for the orderly operations of the Senate of eAustralia under the requirements of the Constitution of Australia (04/11), Article I, Section B.
Definitions
Congress Member - As defined by eRepublik.
Senator - All Congress Members who responded to the Senate sign-in thread at the start of the term.
Majority Approval - Stated agreement with a proposal in a Discussion Topic by 50%+1 of Senators.

PART I – SENATORIAL PROCESS
1. Senator Agreement
A) ALL Senators are bound by these Standing Orders, and entry into the Senate Chambers is deemed consent and agreement to be bound by these Standing Orders.
😎 Failure to comply with these Standing Orders will result in the following (at the discretion of the Speaker):
(i) 1st Breach – Speaker Warning;
(ii) 2nd Breach – Suspension from the Chamber for a period of no more than 2 days;
(iii) 3rd Breach – Permanent Suspension from the remainder of the Senate Term.
C) Actions taken in-game are also considered breaches under these standing orders.
D) Ignorance of the Standing Orders and their requirements is no excuse.
2. Policy Proposals
A) All Senatorial business to be discussed by the Senate shall be placed in the eAustralia Senate forum, with the thread labelled [Proposal], before being voted on, either on the forums or in-game.
😎 Discussion on all Proposals shall occur starting from the date and time the Topic is posted, for a period of:
i. no less than 24 hours for standard legislation, or
ii. no less than 12 hours with the majority approval of Senators for emergency legislation.
iii. In cases of urgency, i.e. NE, CP Impeachment, items of discussion that propose a threat to National security, the proposer may request the Speaker team for a simultaneous vote and discussion
C) The Senate Speaker and Deputy Speaker shall be responsible as per the Speaker Standing Orders Policy.
D) All proposals must be seconded by another Senator prior to going to vote.
E) All voting will be based on what is written on the original proposal, including any amendments or changes that the Proposer may have made, including changes made as a result of the discussion.
F) Votes shall be taken simultaneously in the Voting Hall and in eRepublik where applicable. Senators must duplicate their eRepublik vote in the Voting Hall.
G) Votes in the Voting Hall shall run for a minimum 24 hours from the date and time the Vote topic is posted, with thread locked and voting closed as soon as practically possible by a member of the Speaker team after 24 hours.
H) Regardless of the voting options presented in any individual vote, elected members have the right to abstain or vote in the negative even when the option to do so has not been presented.
I) No vote will be disregarded if cast while the voting thread is still open.
PART II – CABINET PROCESS
1. Prime Minister and Cabinet Proposals
A) The Prime Minister and/or Cabinet members wishing to raise discussion or policy with the Senate, as guests to the Chamber, are required to act under these Standing Orders.
😎 At all times the Prime Minister and/or Cabinet members in the chamber are subject to these standing orders and may be ejected from the chamber at the Speaker’s discretion.
C) Cabinet members will be welcome to comment on any discussion directly related to their portfolio only.
PART III – ETHICS AND EXEMPTIONS
1. Chamber Code of Ethics
A) Anything posted in the Sensitive Discussion area must not be repeated; screen shotted or copy/pasted to anyone not a member of The Senate or Cabinet.
😎 Senators will endeavour, to the best of their ability, to make an informed decision and vote accordingly upon that decision (rather than looking what everyone else has voted and voting the same way,) and discuss accordingly all topics covered by The Senate.
C) Any member of the senate who has a position in any foreign government entity, must disclose to the senate what the details of their position is upon their appointment, if the position is held prior to election to the senate the senator must disclose this information upon entry to the senate.
Exceptions: The exception to part of the Senate Standing Orders is Sensitive Issues, which will be placed in the Sensitive Issues Forum as a topic similar to standard proposals with discussion done there. Voting will take place in the Sensitive Issues Voting Hall under the Standing Order’s outlined above.
Responsibility: General responsibility for most of this document will be that of the Senators, the Speaker and Deputy Speaker.
