EXECUTIVE ORDER NO. 100

ESTABLISHING THE HONORS CODE OF THE PHILIPPINES TO CREATE THE PHILIPPINE LEGION OF HONOR, THE CONGRESS HISTORICAL COMMITTEE AND OTHER PURPOSES




WHEREAS, in eRepublik, there are orders of merit or chivalric orders, such as the Order of Australia, Order of Canada, and the Order of the British Empire (of which former Philippine president BBB is a member);

WHEREAS, these orders grant membership to individuals who have led lives of exemplary service and continued sacrifice for their nation;

WHEREAS, the Philippine state has existed for well over 6 months now and it's high time we create an equivalent order;

WHEREAS, the issuance of this Executive Order is recommended by the Vice President and the Philippine Congress;

NOW, THEREFORE, I, ARIEL DAVID BUENA, President of the Republic of the Philippines, by virtue of the powers vested in me, do hereby order:

SECTION 1. Philippine Legion of Honor. There is hereby established the "Philippine Legion of Honor" (hereinafter referred to as the "Legion of Honor").



SECTION 2. Criteria. The Legion of Honor is conferred upon an eFilipino or foreign citizen:

a. who has demonstrated by his eLife and deeds a dedication to the welfare of society;

b. whose life is worthy of emulation by the eFilipino people;

c. for valuable and meritorious service in relation to the military affairs of the Philippines.

d. for deeds worthy of particular recognition, including suffering materially for the preservation and defense of the way of life and of the territorial integrity of the Philippines, for devoting his life to the peaceful resolution of conflict, or for demonstrating an outstanding dedication to the fostering of mutual understanding, cultural exchange, justice and dignified relations among individuals; or

e. who has rendered exceptional and meritorious services to the Philippines, upon diplomats, officials and nationals of foreign states who have rendered conspicuous services in fostering, developing and strengthening relations between their country and the Philippines, or upon personnel of the Department of Foreign Affairs (DFA), both in the Home Office and in the Foreign Service.

f. for acts that have been traditionally recognized by the institution of presidential awards, including meritorious political, military, diplomatic and civic service.

SECTION 3. Ranks.

Chief Commander (Punong Komandante)

-Conferred upon an individual who has suffered materially for the preservation and defense of the way of life, or of the territorial integrity of the Philippines

-This is awarded by the President of the Republic of the Philippines to high-ranking military officers, civilian dignitaries including the Chief of State, Prime Minister or Head of Government and other persons holding high and respectable positions whose accomplishments can seldom be surpassed such as jurist, parliamentarian, statesman, diplomat, journalist and scientist.

-This award is granted to the awardee in recognition for his eminently meritorious and valuable service rendered in a position of major responsibility. The performance of duty must merit exceptional recognition; however a superior performance of the moral duties of a position shall not alone justify the award. For civilian awardees, it should be for eminently meritorious and valuable service rendered to the Philippines that merit official recognition by the government.

Grand Commander (Marangal na Komandante)

-Conferred upon an individual who has devoted his life to the peaceful resolution of conflict; upon an individual whose life is worthy of emulation by the Filipino people

-Conferred upon an individual for acts of service with a tangible impact on the Philippines

Grand Officer (Marangal na Pinuno

-Conferred upon an individual for acts of exemplary merit benefiting the Philippines

-Conferred upon an individual who has demonstrated a life-long dedication to the political and civic welfare of society

Commander (Komandante)

-Conferred upon an individual for acts of conspicuous merit benefiting the Philippines

-Conferred upon an individual who has demonstrated exceptional deeds of dedication to the political and civic welfare of society as a whole

Officer (Pinuno)

-Conferred upon an individual for acts of commendable merit benefiting the Philippines

-Conferred upon an individual who has demonstrated commendable deeds of dedication to the political and civic welfare of society as a whole

Legionnaire (Lehiyonaryo)

-Conferred upon an individual for acts of merit benefiting the Philippines;

-Conferred upon an individual who has demonstrated meritorious deeds of dedication to the political and civic welfare of society as a whole

SECTION 4. Posthumous Honors. All Honors may be conferred posthumously, in which case they shall be received by the legal heirs; or if there be no heir or nearest of kin, by any person designated by the President of the Philippines to receive an Honor on behalf of the deceased/perma-banned.

SECTION 5. Congress Historical Committee. There is hereby created the "Congress Historical Committee" (hereinafter referred to as the "Committee") composed of the following:

Chairman: Speaker
Vice Chairman: Director of Foreign Affairs
Members:
Two members of Congress (either appointed by Speaker of elected by Congress)
National Historian

The Committee shall assist the President in evaluating nominations for recipients of Honors abovementioned. For this purpose, the Committee may authorize relevant departments or government agencies to maintain Honors and/or Awards Committees to process nominations for Honors.

The Committee shall meet as often as it deems necessary to perform its functions.

SECTION 6. Affected Issuances. All other Presidential directives, issuances, orders, rules and
regulations or parts thereof insofar as they are inconsistent with this Executive Order are likewise hereby repealed or modified accordingly.

This Executive Order shall take effect immediately.
