Delivered by President Ariel David Buena before the
1st Regular Session of the Seventh Congress
Republic of the Philippines
4 September 2009
Thank you, Speaker joshjoson. Congratulations. President Big Boy Bulley, President HazzN, Distinguished Ladies and Gentlemen of the Philippine Congress, Members of the Cabinet, Excellencies of the Diplomatic Corps, Officers of the Armed Forces, Fellow Workers in Government, whether Elected, Appointed, or Civil Servants, mga Maralitang Tagalungsod na nakikinig ngayon sa radyo xD, Mahal Kong Kababayan:
This is my report to the people. It's been almost one month since the last presidential elections. Where are we now? And where are we going?
..::The Economy::..
GOLD Crisis Solved
First let's talk about the economy.
One of the first things our government did was to solve the GOLD crisis that happened in early August.
When I assumed the presidency, the monetary policy at that time was no longer very feasible, and it came to the point that we literally had zero GOLD and nothing to pay for war games.
But, by easing regulation on the GOLD market, we were able to rebuild our GOLD reserves in a short span of time. While this caused some initial instability in the monetary markets, it is a fact that we went from 0 to 600-plus GOLD in just under 25 days. And that's while paying an average of 42 GOLD every week for war games.
Now, 600 GOLD is not a lot of money by world standards, but that's the largest amount of GOLD we've had in five months! That's doing considerably well despite the relatively small size of our economy.
Creation of the National Economic Development Authority
Our economy is one that, unfortunately, has always been fraught with problems from the beginning. Wages are sub-par, profit margins too high, and workers simply too scarce.
While these problems are more often systemic, and can be entirely attributed the fact that we simply do not have enough people, that has not prevented our government from seeking short-, mid- and even long-term solutions to prevent current problems from worsening.
That is why, early into my presidency, I created the National Economy Development Authority, a team of economic experts composed of personnel from the Department of Finance, the Department of Home Affairs, and the newly-formed Department of Trade and Industry, as well as business and financial experts from other countries, such as Australia, Japan and the United States.
The National Economic Development Authority think-tank has proved to be extremely successful!
AFP Work 4 Weapons Program
It was, in fact, the brilliant mathematical minds in the National Economic Development Authority that formulated the Armed Forces of the Philippines Work 4 Weapons Program, a joint project between the newly-reformed Department of Home Affairs and the newly-reformed Department of National Defense.
This ambitious project, which has taken us weeks in planning, is now in it's very, very final stages.
The goals of this program are many. Not least of them are:
1. to provide the military with a stable and expanded supply of weapons, and enable them to stockpile more easily for future deployments;
2. to provide weapons at discounted rates to dedicated soldiers who need extra weapons to rank up faster; and
3. to stimulate the Philippine economy by providing fairer wages to our workers to increase their spending power, and producing more goods at affordable prices for local and international consumption.
Many soldiers, including me, have already signed up, but we are still hiring participants. This is one of the best deals currently in the market, and I encourage our brave and dedicated soldiers to take advantage of it.
If you or someone you know is interested in participating, please do not hesitate contact the Defense department to express you willingness join or to ask for more information.
Systematic PHP Devaluation Plan
It was also our brilliant thinkers in the National Economic Development Authority who formulated a strategy to systematically devaluate the PHP over a span of four weeks.
This measure aimed to offset factors that initially made doing business unattractive here by encouraging exportation instead of importation of goods. This measure also allows us to inject more PHP into the economy to fuel and stimulate it.
It is, therefore, no accident and no surprise that the month of August saw an almost 100% increase in our country's national GDP.
In this connection, it is also the first time in Philippine history that the government has sanctioned the printing of currency to aid in initiatives to improve our economic situation.
Economic Sabotage
But it has not been an easy ride.
While the aforementioned plan was successfully implemented, we have experienced deliberate acts of economic sabotage perpetrated directly on our monetary markets.
The Department of Finance is currently on guard and monitoring the market situation closely. We are continually seeking innovations and solutions to provide stability in the monetary markets in spite of the threat.
Tax Reform II
In line with my vision of a strong, export-oriented manufacturing sector in the Philippines, we are currently holding discussions regarding comprehensive tax reform in the National Economic Development Authority, as well as here in the halls of Congress. Some of these tax reform measures have already been implemented.
As said before, the goal of our new taxes is to empower our domestic manufacturing sector by allowing them to manufacture goods at a cheaper rate and allow them to compete more effectively in the intentional markets.
The Department of Trade and Industry will be standing by to assist both local and foreign investors in taking advantage of these new tax rates once they lock onto place.
Automation and Reform of the Labor Department
We've also taken several steps to make the way we get things done faster, easier, more streamlined and more robust for the people who run our government. This can be seen in the newly-reformed Department of Home Affairs, our labor and employment ministry.
The newly-created Philippine Information Agency has automated key processes in the state-run companies operated by the Department of Home Affairs by equipping our general managers with sophisticated eRepublik Application Programming Interface-enabled spreadsheets that automatically keep track of company activity, financial records, employee information, among others.
Furthermore, the Philippine Information Agency has devised Twitter feeds that automatically alert our general managers with relevant company information every single hour. Our general managers are alerted on the dot whether their companies have run out of raw materials, whether their employees have increased or decreased, and other info, without even having to log on to eRepublik.
These inventions will greatly aid the labor department in fulfilling its mission to provide equitable employment opportunities to all Filipinos, especially new players.
The Department of Home Affairs has also expanded the roster of state-run companies under its wing by assimilating and/or partnering with additional companies both local and foreign, to make sure that there is "room for all", that jobs can be made available to those who seek.
...to be continued,

"This measure aimed to offset factors that initially made doing business unattractive here by encouraging [importation] instead of [exportation] of goods."
