Finance--
Loans – Under Norsefire the Canadian government will provide interest-free loans to businesses for the purpose of upgrading, starting up, and purchasing trade licenses. In the near future (before V1) we can expect economic stagnation so the loan program will be put on hold. When we enter V1 we will make every attempt to allow the economy to expand and an effective, much used loan program will be a necessary part of this.

Additionally, outstanding loans from this month will be renegotiated to take into account the recent economic slowdown and to ensure that businesses have not been put into an unfair situation. This will not amount to cancelling the loans but it will generally entail getting rid of interest rates. Business owners will get better deals but the government will not lose money.

Openness and disclosure - The Ministry of Finance will maintain an active media presence and will publicly explain and justify whatever actions the government chooses to take, as well as any economic problems that Canada is facing. When there is a crisis, we will not respond with silence. Additionally, the Minister of Finance will regularly post the government’s spending and income to keep citizens informed.

Inflation control – The current policy is to release money into circulation in accordance with the government’s spending. These factors are technically unrelated so linking them in this way makes no sense. In a Norsefire government, government spending will be balanced out by purchasing CAD off of the market and currency will be released separately in accordance with the needs of the market.

Investment - We will continue the policy of investing into foreign currencies to fund our government’s services. Additionally, when the stock market comes out we will look into the feasibility of using it to increase our treasury as well as using it to benefit Canadian companies.

National lottery – As local governments will be taken out of the game the federal government will take up the management of a lottery. This will be run by the Minister of Social Services and we will use it to provide funds for our gifting program and other functions that directly benefit the people of Canada

Mortgaging – The mortgage system championed and run by Norsefire members Augustus Baldwin and Emilio Sanchez will be continued and will be given support by the federal government to the amount of 2000 CAD. Seeing as program will lose little to no money, it is eminently affordable and something that will benefit all Canadians.

V1 Transition – The most important role of this government will be to make and ease the transition of Canada into V1. When V1 occurs, we will need fast and decisive reactions to make sure that Canada continues to prosper and does not suffer as a result of the changes.

Currently we are faced with a serious economic situation and the current leadership has variously delayed, gone inactive, and procrastinated instead of helping Canada out of the hole it is now in. Meanwhile, Norsefire members such as Michel Junior, latro, Augustus Baldwin, jbdivinus and others have tirelessly worked to develop solutions and use whatever resources they have to implement them. In comparison, President Cottus Arci has yet to bring Canada a solution to a problem that is a week old and Nefarious, the vice president, has maintained that there is no problem at all.

It is very clear which party is ready and capable to take the necessary actions and to lead Canada into V1. Here are a summary of some possible economic actions we will take but there will certainly be unforeseen problems and new plans will have to be thought up. This is something that Norsefire has shown to be one of its greatest strengths.

Natural Resources - Canada has a plethora of natural resources and we will have to make sure that these are being used from day one. This may require the government to briefly step in and start businesses so that production is able to continue but these will be sold to capable private owners when an opportunity presents itself.

Inflation – Increased production costs in V1 could lead to inflation of prices. The government will look very closely at this effect and possibly use GOLD to remove CAD from circulation if the inflation becomes excessive.

New industry – We have been promised a new type of building which means that a new production industry will open up. Depending of the type of building this is and the purpose it serves. Norsefire will evaluate the situation and decide whether it is in the interests of the people to nationalize the industry (as with hospitals) or to open it to the free market. Permanent nationalization will only be adopted if there is very good justification to do so.

Raw Materials
--
State Capitalism- The introduction of resources in V1 will make Canada a resources superpower and make its place in the world much more prominent. Therefore the Canadian government must carefully control its vital resources to both reward its friends and punish its enemies. The government will create and fund for-profit resources companies in the diamond, oil, and iron industries. With control of these corporations Canada will be able to wield its natural resources in the furtherance of our national interest and power.

(NOTE: After careful consfideration and explanation among the cabinet, this will be for export ONLY)

Industry
--
Government Contracts-
In the interest of maintaining a stockpile of vital war goods, the government is to negotiate favorable contracts with private companies in which a set amount of stock is purchased and to be placed on hold in the stockpile of said private company. Doing so allows the government to maintain large quantities of high quality war products without requiring the day to day expenditures inherent in the management of a business and its employees.

Resource Management-
With V1 very near on the horizon we must now begin to prepare for the introduction of resources into erepublik. Canada is by most standards a resource rich nation, and will therefore posses the ability to dominate certain markets, specifically diamonds. Interest free government loans should be easily accessible to citizens with the capacity to begin making use of our resources as soon as possible.

International Agreements-
Canada is in a decent position to begin dominating the diamond and gift sectors; however, this control could easily be undermined by other diamond producing nations. Canada should be at the forefront of international industrial agreements to set favorable forms of price control, in exchange for easy access to rarefied resources in the individual nations. (Example: Canada, South Africa and Brazil stand to be major diamond producing nations. An agreement is made setting diamond prices to prevent international competition. In order to make the deal more favorible, and to reduce reliance on nations outside the agreement, Canada would arrange for easy South African access to wood.

Internal Affairs
--
Congressional Quarterly Report- We will create an SO account which will make weekly reports on the new business being discussed in the Congress, the status of any previous issues, the results of all votes from that week, and Congressional statistics explaining who has voted, how they have voted, and member attendance for votes.

Government Accountability- We will create a position requiring an individual whose job it will be to monitor the government forums and activities and report any discovered irregularities, fraud, gross inefficiencies, incompetence, inactivity, or other illegal activity to the Congress. It will provide accountability to the Federal government that has up until this point been unaccountable.

Charter of Rights- We will develop a document guaranteeing the rights of all Canadians regardless of their language, culture, or beliefs. Every Canadian should be protected from persecution and harassment and remain free to live their lives within Canada.

Regional Representation- Canada is only as strong as the sum of its provinces, and the government must remain responsive to the needs and demands of its people. Therefore we will create a Provincial Council where an elected representative from each province will champion the interests of their constituents.
