Greetings citizens of the Netherlands,
overhaul of programs is done. It took quite a long time, but we are finishe
😛so without further ado, let's see all our government programs together.
The parts in italics are intended to be added into the Appendix of the Law.

🛫Promotion of Air Warfare - ''The Flying Dutchman''

1. All citizens of the eNetherlands that meet the requirements communicated by the Government will receive The Flying Dutchman sponsorship.
2. Citizens are, at minimum, required to make a certain amount of aerial kills per week or improve their aerial rank to receive the sponsorship.
3. The Government is obliged to publish weekly articles reporting on the programm and informing about individual sponsorships.
4. The detailed requirements of The Flying Dutchman can be found in MoD newspapers.
The Weekly Sponsorship
1. You need to be a citizen of eNetherlands with level higher (or equal) than 20.
2. You need to have rank lower than Group Captain.
3. You need to make atleast 125 kills in aerial battles during the previous week.
4.1. All kills above the limit of 1,000 kills during previous week will not count for the calculation of the subsidy.
4.2. If you have an aerial rank of Wing Commander or above, all kills above the limit of 500 kills during previous week will not count for calculation of the subsidy.
5. You need to ask for this sponsorship each week until next Tuesday morning under the weekly MoD article.
The prizes will be distributed based on your share of the total amount of kills made during the week. The mathematical formula is:
YOUR REWARD = PRIZE POOL * (YOUR KILLS / KILLS OF ALL ELIGIBLE PILOTS)
The Ranking Sponsorship
1. You need to be a citizen of eNetherlands with rank higher (or equal) than Flight Lieutenant.
The size of the Ranking Sponsorship is following:
Flight Lieutenant and every * gets 750 cc
Squadron Leader and every * gets 1,500 cc
Chief Master Sergeant and every * gets 3,000 cc
Wing Commander and every * gets 7,500 cc
Group Captain and every * gets 15 000 cc
This sponsorship will be distributed each week to players, who rank up during previous week.

🔫Promotion of Ground Warfare - ''The Green Berets''

1. All citizens of the eNetherlands that meet the requirements communicated by the Government will receive The Green Berets sponsorship.
2. Citizens are, at minimum, required to make a certain amount of ground damage per week.
3. The Government is obliged to publish weekly articles reporting on the programm and informing about individual sponsorships.
4. The detailed requirements of The Green Berets can be found in MoD newspapers.
1. There is budget of 800 Q7 weapons for 4 weeks (= 200 Q7 weapons per week).
2. If you are Dutch soldier and you manage to do 1,000,000,000 ground damage or more during the week, you automatically receive a financial compensation for your contribution.

☕Promotion of Media Activity - ''Community Media Project''

1. All citizens of the eNetherlands without a Newspaper can request a subsidy of 2 Gold after writing their first article.
2. Every qualitative article published by a citizen of the eNetherlands in their newspaper will be reviewed by the government.
2a. The author(s) of the best article(s) in the presidential term will receive a bonus prize.
2b. Every qualitative article will be awarded with 1,000 NLG.
2c. The government is free to enforce the articles 2a. and/or 2b.
3. Governmental articles and articles regarding election campaigning cannot receive this reward. Members of Government are allowed to compete with personal articles, with the exception of the organizer of the Community Media Project.

☔Promotion of House Usage - ''Everyone a House!''

1. All citizens of the eNetherlands that meet the requirements communicated by the Government are eligible for monthly grant to purchase and activate a Quality 1 or Quality 2 House.
2. The Government reserves the right to accept and reject applications, based on the activity of the applicant and the expectation of successfully complying to the terms.
3. The detailed requirements of Everyone a House! can be found in MoF newspapers.
1. You have been a eDutch citizen for at least 2 months and have reached Level 20
2. You can choose either the Quality 1 House or the Quality 2 House
3. You have been online for the last 20/30 days (Q1) or 25/30 days (Q2)
4. You have been using at least Q1 / Q2 Housing on your own - which will be checked by random sample depending on your previous applications. This will be especially stringently checked on Quality 2 Applications.

💪Promotion of Strength - ''Train to Gain''

1. All citizens of the eNetherlands without fully upgraded 'Weights Room' are eligible for a subsidy that covers the cost of upgrading their 'Weights Room' during a discount.
2. A citizen with Dutch citizenship for at least 2 months can request a subsidy of up to 38.5 Gold to upgrade their 'Weights Room' up to Q3.
3. A citizen with Dutch citizenship for at least 3 months can request a subsidy of up to 55 Gold to upgrade their 'Weights Room' up to Q4. Half of this subsidy (27.5 Gold) is a loan that needs to be paid back to the Treasury of the eNetherlands.
4. The Government reserves the right to accept and reject applications, based on the activity of the applicant and the expectation of successfully complying to the terms.

What programs do you have that support new(er) players in military? Food and/or weapon support?
I think it is great to support our biggest damage dealers, but for newbies weapons and food are expensive.
I see the green beret program, can you do something in the same manner perhaps?
We have ''The Flying Dutchman'' in which newbies can apply too (and easily get a lot of kills too!), but you are right in general. I think we have Shawtyl0w selling weapons for example below market price. Maybe these ''socialized weapons'' should be made use of better. Although I have to say whenever such things are advertised sadly only few people show interest 🙁
Don't advertise and wait for reply. Just skip the whole 'applying below in article' part and just donate based on activity on a daily or weekly basis. 2 Q7 weapons and some cheap food or so. Not much, but enough to help.
Maybe a player will be curious about the donations and send a pm back or something.

"Train to Gain" is for real newbs. And since new players are recommended to fight in the air (and only train strength for profit from medals), The Flying Dutchman is indeed the best choice. In fact, Green Berets were created last month, because strong players were not eligible for Flying Dutchman, and they received nothing joy:
The train to gaint is a good program for players that are here a bit longer. I mean the real newbies that just got playing. If we support these new players by donating small quantities of food and weapons, they might become more active outside. to only fight in aerial battles you already need to know about the battle system, waves etc... Plus not everyone can log in at a time that the daily order aerial battle is going on. w players don't know about it, and shouldn't care about it. We should be happy they're here to fight
This was last suggested during presidency of MDSanderon, and it never moved past the initial mention. The erepublik.tools did not work as well at the time, so it was harder to track new citizens. And then we got the flood of CitizensXXXXXXXX, who were dying so fast...
In Cuba (I know, I know, but hear me out on this one), there was a guy named Karlokov, who made something called IFEC. He got like 15 000 currency from government each month. He monitored new players, and he gave them small reward each day, if they wrote him a message. Once per week, he gave them a lesson (or brought some teacher like Janty F to give lesson for him) about some game-mechanic. It was all Telegram-based, but it can work in-game as well.
If you think people would be interested in such a thing, we can work on something together. I have to admit this presidency is going too fast for me to finish or implement all the great ideas I lately see around :/ .
Is this not something for the ministry of recruitment? Make articles with 'your first week on eRep', 'your second week on eRep', PM the links and send the small donations.
You mean the ministry, that did not release an article for almost 1 300 days? Doubt that will help, the building itself might take months to repair, and seems like people do not really aspire to become Minister of something, that is mostly dead.
The "new citizen message" itself is almost one year old, with obsolete links and obsolete "educational website", as far as I see.

Either way, does not change the fact recruitment has been killed during the "Status Quo" era, and new citizen message gives wrong information.

I personally dont think there is much to be done for newbies, because they really dont exist. Only "new" ones that show up are bots or other strange creatures. The game has been totally destroyed for the new ones so who can blame them for not surviving more than days, possible a week.
Only clever program is the flying dutchman or MU help packages for newbies.
Seems like weaps and food for noobs are most easily done by party and/or MU, who can ensure help for active citizens...
