Друзья, как вы знаете, у нас сложилась непростая ситуация с братушками друзяшками сербами. Им понадобился кратчайший путь к Ирану и они проложили его через территорию еРоссии. К сожалению, время идет, а какого внятного комментария от нашего правительства в прессу не поступает. Поэтому я решил проявить немного инициативы и пообщаться сначала с кем-то со стороны агрессора союзника, той стороны.

Итак. Премьер-министр Сербии - APBT SRB

ImagoDelNero: Привет. Не мог бы ты немного прокомментировать сложившуюся ситуацию?
APBT SRB: Нам лишь нужен был проход в Иран, и через пару дней Сербии не будет на территории России.
ImagoDelNero: Ты спрашивал согласия нашего правительства на проход?
APBT SRB: Да.
ImagoDelNero: Это было до запуска закона? Или уже после?
APBT SRB: Перед запуском... За час или два, но поздно ночью. И что? Мы союзники. В чем проблема?
ImagoDelNero: Нет проблем. Просто собираю общую картину для статьи. Если не возражаешь, конечно.
Итак, за час или два до запуска закона вы предупредили... нашего президента?
И когда было получено согласие?
APBT SRB: Мы говорили об этом с eMielga, президент был оффлайн. Тем временем, закон должен был быть запущен(и у нас оставалось бы 24 часа, чтобы все обсудить). Но сербский конгресс - глупейший в игре, так что утром уже было слишком много голосов "За".
ImagoDelNero: Ок, понятно. Активность конгресса не позволила проконтролировать закон. Но было ли получено согласие? И от кого?
APBT SRB: Нам нужно было идти... я спросил eMielga, все ли нормально, и она ответила: "не могу обещать, что отдельные люди не будут против".
ImagoDelNero: Я понимаю, что были переговоры. Но до сих пор не понимаю, было ли однозначное соглашение. Просто скажи, было или нет. И от кого. И мы двинемся дальше.
APBT SRB:

ImagoDelNero: Ок. Итак, мы в ситуации, когда уже все началось. Не думаете, что стоит компенсировать России налоговые потери из-за вашего прохода?
APBT SRB: Не проблема, мы покроем ваши убытки. Мы так же обсуждали возможность остаться в регионе для защиты южных границ России.

ImagoDelNero: Насколько я осведомлен, ты первая узнала о намерениях сербов. Буквально за час до запуска закона. Какая была твоя первая реакция: как внутренняя, так и внешняя?
eMielga: Ко мне обратился премьер-министр Сербии с просьбой СРОЧНО предоставить проход в Иран. В час ночи. Пока я объясняла, что правительство спит, и у меня нет полномочий принимать подобные решения, прилетел DoW. Rigged.
Немного об обстановке: сербы приземлились в Абхазии — в тупике, по сути, — в прошлое воскресенье. Как мне кажется, недели было более чем достаточно, чтобы догадаться, что может потребоваться пройти по территории России с благородной миссией спасения Ирана. Но, вероятно, заблаговременное согласие союзников — никому не нужная формальность.
Дальше — больше. "Просьба" сопровождалась более чем странными комментариями, что только подогрело желание помочь (нет).
Повторно сообщив о том, что выбрано не самое пиковое по онлайну время, а так же о том, что при наличии запущенного закона не вижу никакой срочности в решении вопроса, отложила переговоры на следующий день. Насколько могу судить, выдержки на дипломатичные ответы мне внезапно хватило.
ImagoDelNero: Что случилось на следующий день? Премьер Сербии утверждает, что DoW был запущен из необходимости, но они не собирались спешить с его принятием. Однако вмешался, цитирую, один из глупейших конгрессов игры - сербский.
eMielga: Нууу, фраза о том, что Сербия надеется достичь соглашения с нами в течение 24 часов прозвучала, так что я вполне допускаю, что спешить с принятием закона никто не собирался.
ImagoDelNero: Но вышло иначе. Премьер Сербии ссылается на тебя, утверждая, что получил согласие постфактум. Согласие стало результатом обсуждения на следующий день?
eMielga: Да, внутри страны были долгие обсуждения, по итогам которых президент принял решение закрыть глаза на манеру подачи просьбы и дать согласие постфактум.
ImagoDelNero: Я понимаю, почему могло быть принято такое решение. Вопрос, конец ли это истории? Или Россия готова требовать компенсации за навязанную ситуацию? Есть ли готовность поднять вопрос о неприемлемости таких отношений постфактум?
eMielga: Судя по тому, что я вижу — это конец истории. Я свою оценку (резко негативную) высказала, дальше дело за президентом. В целесообразность поднятия вопроса о неприемлемости таких отношений постфактум, честно говоря, не верю. Это как раз случай, когда нелюбимая мной фраза "если надо объяснять, то не надо объяснять" скорее верна.
К слову, хочу обратить внимание на поток "беженцев": благодаря решению пройти через нас, многие граждане Сербии не могут работать на своих производствах. Как мне кажется, это достаточно хорошо иллюстрирует степень проработанности вопроса.

А ближе к ночи повезло разговорить Президента.

ImagoDelNero: Итак. Когда сербы первый раз заявили о намерениях пройти через Россию?
Ceramistov: За 20 минут до запуска закона.
ImagoDelNero: Насколько мне известно, произошло это ночью, поэтому нормальное обсуждение ситуации началось на следующий день. В каком составе оно проводилось?
Ceramistov: Кабмин. Комы Феникса, Корпсов и ТК.
ImagoDelNero: Объясни, почему было принято такое решение. Были ли те, кто высказался против?
Ceramistov: Пригорело у всех, но все понимают, что воевать против Сербии (Астерии) в сложившейся ситуации смысла нет. Ведь речь идет о проходе.
ImagoDelNero: Далее сербам было транслировано согласие на использование наших регионов для прохода. Поднимался ли вопрос компенсации? Как когда-то с Румынией, которая, надо отдать должное, повела себя куда более корректно.
Ceramistov: Что ты подразумеваешь под словом компенсация?
ImagoDelNero: Денежная компенсация в данном случае. Страна несет убытки. Жители несут убытки.
Ceramistov: Ты считаешь, что компенсация может быть только денежная? если бы все вопросы решались деньгами. политики остались бы без работы.
ImagoDelNero: Предполагаю. если обсуждались другие виды компенсаций, то какие?
Ceramistov: На данный момент ведутся переговоры.
ImagoDelNero: Хорошо. надеюсь узнать об их результатах из первых уст. Спасибо за уделенное время.

ImagoDelNero: As far as I know, you first learned about the intentions of the Serbs. Literally an hour before the launch of the law. What was your first reaction: both internal and external?
eMielga: I was contacted by the PM of Serbia with a request for us providing an URGENT passage to Iran. At 1 am. While I was explaining everyone is sleeping and I don't have any authority to decide by myself, we had got the DoW. Rigged.
Few words about what's going on. Serbs landed in Abkhasia — in the dead end — last Sunday. I'm pretty sure a week is more than enough to realize the passage might be needed. But probably reaching the agreements with the allies in advance is an unnecessary formality.
Morever the request was followed by some weird comments that definitely arose the urge to help (no).
Kindly reminding that the time Serbia had chosen to contact us in is not our prime time as well as of the lack of need in the urgency after the law was proposed, had left all the negotiation for the next day. Seems I was diplomatic enough.
ImagoDelNero: What happened the next day? The Serbian prime minister claims that DoW was launched out of necessity, but they were not going to rush to accept it. However, I quote PM, one of the silliest congresses of the game (Serbian congress) intervened.
eMielga: Well, the fraze that Serbia was going to reach an agreement within next 24h was said so possibly they were not planning to accept the law right after it started.
ImagoDelNero: But it turned out differently. Serbian Prime Minister refers to you, claiming that he received consent post factum. Consent was the result of discussion the next day?
eMielga: Yes, there were some time consuming discussions resulting in the CP's decision to agree post factum with the passage despite the shown attitude.
ImagoDelNero: I understand why such a decision could be made. The question is, is this the end of the story? Or is Russia ready to demand compensation for the imposed situation? Is there a willingness to raise the question of the unacceptability of such relations post factum?
eMielga: Based on what I see — it's the end of the story. I had offered my opinion (sharply negative one) to the CP, now it's his turn to decide if we deserve such an attitude. Tho I dont see any sence in speaking of unacceptability of the showed approach post factum. This kind of stuff should be understood without any additional explanations.
By the way I would like to point out on the stream of "refugees": thanks to the war people with serbian cs can't wam in the holdings located in Russia. From my point of view it's a fine illustration of the level of the elaboration.
ImagoDelNero: Thank you for your time.

ImagoDelNero : Cash compensation in this case. The country suffer losses. Residents suffer losses.
Ceramistov : Do you think that compensation can only be cash? If all questions were solved in money. politicians would be out of work.
ImagoDelNero : I guess. If other types of compensation were discussed, which ones?
Ceramistov : At the moment, negotiations are underway.
