Hello eIreland,
So this will likely be my last Cp article of the term. It's been a good month in my opinion and I've got to say thanks to everyone in Ireland for making it all possible and for generally being cool. This report will basically summarize where we are at as a nation, and also update you on the Dáil activities as promised during my campaign.

Notes:
- Those immigrants approved by the Taoiseach are part of the process started in last term where a group of citizens from the eUnited Kingdom have planned to join us in eIreland. Due to the added security issues and special circumstances that surround this process those cases of immigration have been kept separate from the Office of Immigration's work.
- #1 and 2 have given up eIrish citizenship since being granted it. They have taken citizenship in other eNations.
- #10 and 11 were granted citizenship without being approved by the Office of Immigration.
- eIrish immigration has been handled this term according to the September 2013 Dáil Guide which was published at the beginning of the current CP term and was brought to the attention of all Dáil threads during both of the Dáil terms which were in session for September.
Dáil Éireann
Our new Dáil threads were up and running by the 26th as soon as possible. For the most part the make-up of our new Dáil includes many familiar faces so that I believe the majority already knew what to expect.
This month we got off to a fast start with some discussions about future projects, which I took into consideration and made announcements on in my last Taoiseach Update (#3).
Unfortunately I must say that although Dáil started out constructively, things have devolved somewhat into inappropriate arguments which have given nothing constructive to proceedings and have generally wasted everyone's time and focus. I would call on all Dáil members to straighten up from this point on and make a conscious effort to be more constructive and professional.
The following proposal was made after our success in the Epic Warfare Tournament, to donate our winnings to New Ireland Bank (the Ministry of Finance) so that it can be used for investment and will be accessible for future financing activities:

1) It takes 24 hours to pass an mpp proposal before another can be proposed.
2) We are tentatively budgeting for 7 total MPPs for the month, which means we'll really need to give consideration to adding any more MPPs. It's near the end of the term however, so I believe we've done well.

Reflections on the Month
While it takes a lot out of me being CP, I think it's been a great month and I've really enjoyed it so far. The Epic Warfare tournament gave us some excitement and a challenge to bring us together. There have been other challenges too, but enjoyable ones - like working along side Dáil, working on projects with my cabinet, and cementing our national vision for the eIreland of tomorrow.
Unfortunately some of the work which we started this month isn't going to be done by the end of the term. Improvements to education and recruitment are going to be a longer term project than I'd hoped. Despite that, we made some real progress, and whatever comes next month I hope to continue working on it.
The other major issue this month has been our relations with the eUK. I feel strongly that war is near, as we've been in a kind of cold war for some time now. During my campaign I said that I did not plan to declare war with the eUK, and as it turns out I didn't need to - but now more than ever we must be prepared for war. We've been preparing strategically for months, and are in decent shape to defend ourselves, but now we should also be prepared mentally.

i disagree with the - #10 was granted citizenship without being approved by the Office of Immigration.
i spoke about anoir one entire month ago in the congress thread, the only hesitation i read was because it's a trip around the world and that he will no stay.
you asked me to wait the last day, i did : no response again..so last day i used my CS.
just a word about so many CS accepted last month and already gone : big ant (spain), NT games (back in UK) Mr manhattan (canada), severus snape (FYROM)
it strange we accepted so many brits and the one not tolered is one of a player with a nationality who share a mpp with us..

If it was a misunderstanding than don't worry about it. I'm just following the rules I set out for myself in that guide.

No offence, but its moo ffs! He's a RL Irishman and exCP of eIreland, why does he need some quango to approve him?
Because those are the rules. I don't like grey area in immigration. Under normal circumstances people can wait. If they can't, the immigration system isn't harsh - it's just objective and transparent.
It's easy enough to wait for Immigration approval, and it undermines the process to make exceptions. If you read the Dail Guide from the beginning of the month, or even my campaign articles, you'll see that I'm only following through with a promise that I made to carry out these clear and objective rules.
One former eIrish cp okaying the cs request of another former cp of eIreland, doesn't warrant a mention imo. But I can see your point re consistency.

Because it seems to have been decreed that the Dail are now employees of the CP and must follow the rules he feels should be followed.
Employees? Who told you there was a payroll?
Those rules weren't created by Ian. They are rules the dail has been following for years. Tweaks have occurred from time to time, but the core of the dail rules have stayed basically the same.
The rules aren't created to enforce "obedience" to anyone, but rather to keep a semblance of order. Following some guidelines keeps random proposals from appearing out of the blue, or from potential PTOs from being granted cz. The gist of the rules are to promote discourse before decisions, instead of decisions followed by reactionary arguing.
Bhane, it still comes across as very autocratic that I must not exercise my position as a member of the Dail without the prior approval of the CP, whether the CP is Ian or someone else.
I do believe there should be order in the Dail. While a healthy discussion of matters is always good, anarchy within a governmental body is not. That, however, does not mean the individual members should be subservient to another branch of the government or the consensus of the Dail.
I feel we answer to our party, through our PP who put us into the position. If we transgress sufficiently, then there is a mechanism to prevent our being in a position to do so again.

Sorry, the link there was goof by me which I'll fix. The most recent finance report is for August which should make more sense given it was released during my term in early September.

it's just not the Irish way to do things.
Not trying to change people's ways. Just re-enforcing a system of transparency and objectivity. I'm more willing to accept the limits of government power than most. These rules are a matter of consistency, clarity, and fairness.
The public are the ultimate judge. You don't see anyone up on a crucifix.
You'll be up on one if you keep this up.
Not much of a consequence to me. Elections are tomorrow, if people are that bothered than I hope they don't vote for me.

Have you details on that as I did not see anything in my mass message that warranted such a rebuke, a few comments to my reply to Conways question but that is just children at play and no one takes them seriously
I won't provide specific details in-order to avoid anyone feeling targeted, as it's honestly a general failure of a broad base, possibly including myself.
I apologize if I overstated the severity of the breakdown in order, but I think it's worth informing the public of the general direction their elected officials are taking in their demeanour. I can only describe it as an overall lack of respect for the purpose of Dáil, that too often the tendency has been to address the character of individuals before the objective issues or welfare of the nation. In effect, personal feelings have overcome duty, and in my humble opinion, any degree of this is at a minimum a minor failure.
At best, this creates distractions. At worst, it undermines the ability of Dáil members to cooperate as it biases public representatives to lean based on personal issues rather than inner beliefs and good sense.
WHS you've never done anything of note other than lose Ireland 3 million quid. You have nothing to be arrogant about, it's not like anyone takes you seriously and anyone that does should take some blame for putting you in a positition where you and your party destroyed the place.

Reading over both threads I'd say it was DGB where things ran away a bit. I think you're in DGA. Same issues being discussed but the underlying tensions are a lot clearer in group B.
Things have evened out for the time being luckily. Still, I now know how quickly things can get out of hand which is why i'd be indebted to all TDs to try extra hard at provoking thought rather than emotions.
