[PMO] The ADF Situation Resolved.

This article is going to be a very long one full of details and explanations that will confuse, make clear and anger or relieve many of you. I want everyone to read through it with patience and an open mind. Do not bother commenting or passing judgement unless you read the entire article. Thank you and all the best.




The Situation:

The Australian Defence Force or ADF as it is more commonly known, is the governmental militia that is supplied by the government to ensure our soldiers are armed in conflicts; this promotes a stronger and more ready nation. The ADF has a long history that is full of ups and downs. It has seen through many great players and it has long promoted the national interest above all else. We all have a special place in our hearts for this organisation; be it what it was or what it is.

But the last few months has seen this organisation come under much fire from governments, senate and the public at large. Questions relating to management, supply and its overall existence has prompted a very heated debate that has lasted for sometime and I am sad to say has finally come to a head in the past week.

I promised when elected that I would consider serious ADF reform and I acknowledge I shyed away from this challenge. It's hard to make a decision that is impartial and objective when you discover that the ADF is more than just an organisation; it is an organ of this country and it is special to all of us. I know all too well having being a member in the past for significant periods of time and it was where I began my career that has led me to the position I now hold as Prime Minister.

I understand the challenges that have befallen the ADF having being the Marshal. I saw that balancing difficult budgetary circumstances with player retention and activity, I saw how hard it is to make good on the changes Plato has on this game and deliver a result or reform that is even and just. This explains why I did not and I understand I did not act as I should have in the last month as Commander in Chief. I am sorry; but I am about to make right this error.



So what is the issue exactly?

Money. I will make it as clear as that. We cannot afford its expenditure. The ADF employs a significantly substantial amount of resources to function. Therefore the government is unable to successfully sustain the initiative. This is what the core issues has been for a long time; as well as management issues that I do not need to delve into nor are they relevant.

The ADF is no longer efficient. Having being created in V1 it is a program that is out of date and unsustainable in the current game mechanics. The economy, compiled with new Combat Orders and the introduction of Military Units (MUs) means that the ADF is both replaced and made inefficient. Essentially we cannot continue this practice for much longer before there is simply no more money left.



So what is the solution?

The Solution is simple. The Australian Defence Force is closed down; it's function converted to an in-game MU that supports and essentially trains new players in Divisions 1 and 2 ONLY. It is to run under scrutiny of the Department of Defence and Department of Education (as necessary) and any other delegated appointee. These reforms will be proposed to senate as soon as possible.

Furthermore, the ADF will serve ONLY as a recruiting and training base. Once players reach Division 3 they will be encouraged and guided towards private MU's or if necessary self-sufficiency. The Government can NO longer fund this scheme beyond a new player retention organisation.

Supplies will be reviewed alongside any new governing individuals and the budget reviewed. We expect it will be significantly LESS than before and therefore better for the nation in the long run.



So what replaces it? What do I do now?

The ADF is now to be replaced by a new system administered by the Department of Defence. The system will use a case by case basis of battle targeting. Where there is specific battles, Combat Orders will be issued and players can inflict damage for a price to help fund their weapons expenditure. Furthermore, in the case of extreme circumstances; the government may issue weapons through regular channels to citizens who request them to inflict direct and pinpointed damage in significant conflicts.

Here I want to mention a bit about Combat Orders as they are relatively new. Combat Orders allow a Military Unit Commander to set orders on particular battles that pay AUD/currency for amount of damage inflicted. Combat Orders are VERY misunderstood. As MU Commander of WarCrew I can set them and I have been. Combat Orders can be limited to "Citizenship" and "Military Unit" - this means that if needed we can isolate payments to Australians and we can isolate payments even to particular Military Units (NB: this does not mean we will; but it's an option).

We believe this to be a more sustainable and more efficient way of managing damage for the nation as well as balancing a very woeful budget. We hope you can see the benefit in this a well.



Concluding Remarks:

I do not take pleasure in this decision. The path that has led me to it has not being easy. I understand wholeheartedly people's attitudes and emotions towards this debate and I am well aware that people will turn on me for it. But let me say this:

This is not a decision I make lightly. It is with a heavy heart that an organisation that has a history so infused in our eHistory must be put to rest. All politics and personalities aside I want to thank everyone that has given the Australian Defence Force such a rich and colourful past, without their efforts and dedication it would not be. Thank you.
