Hey India
As you already know (& in case you don't) I am contesting to represent you as your President for April-May 2012. I already laid out my basic plans in my last campaign article, so I'll just build on them a bit.

Firstly, I'm happy to announce my Vice-President: Kismu!!! He's already proving himself to be a valuable asset to the nation in more ways than one & shall continue to do so as my second in command.

Secondly, to me the most valuable resource in this game is Human Resource. Making optimal use of each of our potential - whatever our area of interest and expertise might be, is paramount to making India a nation to reckon with. Quantity - population, babyboom matter yes, but what is quantity without quality - and what is quality if its not tapped into?

Since 2009, we've had 2 successful Census, incidentally both conducted by yours truly. So here I present to you, your 3rd eIndian Census! I hope you'll take 3 minutes to fill it up, so we can make informed decisions regarding infrastructure, military ops, and other policy based on it. Make your voice heard; make me your radio.

Over time I have proposed & formed many 'institutions' to streamline India's functioning and administration. Some have worked, some haven't & some have fizzled out as successive Govts either find no need for them or are unable to sustain the motivation to keep the machines running.

Nonetheless, here are some more ideas I am looking to put into place, of course based on public feedback and opinion, so we can have a much broader base of participation in Governance in the coming term and hopefully for many more terms. So sing along with me, fellas.

I already stated some of the basics in my last article, but to lay it out there again: The 'Cabinet' will be structured as Departments / Commissions (Ministries) - either with a Departmental Head or without as required. Each Department will be assigned multiple members (as part of a Core team or a Training division) depending on your individual areas of interest & experience (as per the Census & personal discussion with me).

Each department will have one or more Media Representatives, whose job will ONLY be to publish regular(& cases, daily) reports so the Dept Heads aren't burdened with that additional burden. Moreover, each Department member is free to be part of other Departments as per their choosing.

However, EACH member will be held accountable for the Department's effective functioning & if found wanting, a Vote of No Confidence can be passed against individuals/departments in Parliament (on Forum). If the vote passes, the Member will be removed from the Department, and in case of Department Heads (including Ministers), they will need to be immediately replaced by the President. The same applies for the CP as well, in whose case the No Confidence motion would result in an Impeachment in game.

Specifically, the Departments / Commissions being formed are:

Indian Finance Commission

Role: Devise reports; formulate tax plans; optimize fund allocation (Retention Team programs, Military Dispatch, etc); develop sound business strategies for eIndian citizens, especially newbies; advise Parliament on economic policy based on these reports.
Eligibility: Past experience in Ministry of Finance, Citizens with successful business practices, Others with keen interest in Finance & seeking to learn from the Finheads (Finance Heads)
Structure: IFC Core & Training consisting of the experienced and inexperienced citizens respectively. There will be No Departmental Head (or Minister of Finance).
Media Rep's Role: Publish regular reports based on data & direction provided by the IFC.

Note: Parliament (Congress) will remain the decision-making body based on IFC's Advise/Reports. The responsibility will not be vested in 1 individual's discretion as is usually the case.

International Diplomacy Commission

Role: Seek ways and means of developing India's relations with other nations & increase India's global standing, training citizens interested in Foreign Affairs (there will be levels of security enforced to maintain confidentiality).
Eligibility: Past experience in Ministry of Foreign Affairs, Ambassador programs, Citizens with Diplomatic connections & Citizens seeking training in Foreign Affairs.
Structure: IDC will ideally be headed by the Minister of Foreign Affairs. However, for my term I'll be heading this Dept and there won't be an assigned MoFA. IDC too will comprise of Core & Training divisions.
Media Rep's Role: Publishing articles aimed at developing foreign relations with allies & trolling enemies. XD

Was gonna name it International Relations Commission, but IRC ... dammit.

Joint Military Commission

Role: Increasing coordination within our Military Units as well as with ally forces; formulating Joint Strikes to effectively utilize our collective damage; developing effective dispatch systems; coordinating with EDEN for battle priority; possibly even organizing competitions between the MU's / soldiers.
Eligibility: Indian MU Commanders & SiC, Citizens with experience as Ministers of Defense.
Structure: Headed by a Minister of Defense & consisting of the JMC Staff. Till this is developed further, there won't be a Training Division.
Media Rep's Role: Publishing Daily Orders via Indian Armed Forces paper & if possible, Damage Reports, MU's promotion.

Ministry of Internal Affairs

Role: Guiding newbies; recommending them to the various departments noted above as per their interests so as to engage them from early on; give inputs for formulating basic and advanced guides in any subject in the eWorld.
Eligibility: Anyone and everyone is welcome, irrespective of experience.
Structure: Headed by a Minister of Internal Affairs, but ALL eIndian citizens can function as Mentors under the MoIA.
Media Rep's Role: Formulate and publish guides on regular basis. This terrific guide by the Irish Ministry and made by my good friend, Irasian (with his permission), as well as other guides available will be used as a base to structure our own one-stop-guide for everything eRep.

As one can see, if these plans are put into practice, the Departments will likely be overlapping at times, supporting each other to make the nation as a whole stronger, its citizens more directly engaged in its development and its leaders more accountable. To borrow a term i heard recently, we'll be engaging in People Ops - making kick ass players out of every Indian citizen that we have got! Also feel free to suggest alternative names, if you don't like the ones given to the different Departments.

Let's show others what each of us are made of AND collectively step forward as a nation! The moves we are already making, such as yesterday's CP Debate, already give me the confidence that we, Together can pull this off! \m/
