The last week congress elections, unsuccessful because of eROC's intervention has show division between members of our eJapanese society.
上一週的國會選舉因為eROC的介入而流選，這令我們eJapan社會造成分化。

I don't care wheter you're pro-TEDEN , pro-ONE or just simply pro-neutral. As long as you're pro-eJapan you are more than welcomed to join me in mission of securing the future for this country.
我不在乎你是親TEDEN，親ONE或是中立。只要你是親eJapan的，你非常歡迎加入拯救這個國家未來的行動。

I belive that every eJapanese aims for the same: wellness in eJapan. So let's stay united, and have fun from the game. Because what else if not fun is important in any game?
我相信，每位eJapanese的目標是一致的：美好的eJapan。所以讓我們團結起來，並從遊戲裡得到樂趣。因為在任何遊戲裡，有什麼事比得到樂趣更重要？

I will also try to continue realizing goals of Chise, because it would be a shame to see that work wasted.
我並且會嘗試繼續實現Chise的目標，因為要是白白浪費他的努力，我會感到羞愧。

That's the most important ministry in this time of eJapan rebuilding.

I like the path set by president Chise, that eJapan is going now.

I'd like eJapan to continue going in that direction getting new MPPs signed, but also trying to keep our natural neutrality.

I like to see these relations as Older brother - younger sister relation:

Older brother Taiwan wants to protect his little sister Japan, but from younger sister perspective it looks like he's overly protective, and sister wants to be more independent.
台灣哥要保護他的日本妹，不過從妹妹的角度看來，哥哥是過份保護了，妹妹想變得再獨立一點。

We're eTaiwan ally, I hope we will be able to deepen understanding and friendship between our eNations.
我們是eTaiwan的盟友，我希望我們可以深化我們兩國之間的理解和友誼。

However that doesn't mean we should be doing everything eTaiwan tell us to do.
可惜的是，這不代表我們應該遵從所有eTaiwan的指示。

I sent PM to eROC current president asking him for a list of eJapanese that eROC leaders see as a threat to our mutual peace.
我已經發了訊息給現任eROC總統，取得一張名單，上面都是eROC領袖認為會對我們兩國和平帶來威脅的人。

However wheter we actually acknowledge them as PTO and what to do should be our internal and independent decission.
然而，會否承認他們是PTO份子和會怎樣做，這應該是我們內部和獨立的決定。

Until we get congress, we cannot spend too much public money. exReality has proven to be fierce guardian of our Yen.

I really like having someone like this who can calculate worthwhileness of every plan, control and limit needless costs.

Ministry of Internal Affairs

MoIA 部長：Geezus

eJapanese population number has fell drastically. We need to encourage every young eJapanese citizen to stay and grow strong.
eJapan的人口已經大幅下降。我們需要鼓勵每位年輕的eJapanese留下來並茁壯成長。

Geezus has lots of exprience and fresh ideas when it comes to helping newcomers.
Geezus擁有豐富的經驗和新意去幫助新玩家。

The helping program is costly but I wish not to touch national reserves, so I'll be donating my prez medal as well as super soldier medal for it.
這個補助計劃是相當昂貴，不過我希望不動用國家儲備，所以我會捐出我的總統獎勵和超級士兵獎勵。

There will be regular food supplies to support youngest eJapanese. Another MoIA task will be creation of ATO unit together with MoD.
之後會有定期的食物供應去支持年輕的eJapanese。另一個內政部的工作將會是與國防部組織ATO團隊。

Until we get congress back(and access to funds), it will be really hard to implement any training plan. The main two tasks of Minister of Defense will be keeping battle orders and forming of ATO unit before congress elections.
在我們取回國會（並能存取資助）之前，實行任何的訓練計劃都是相當困難的。國防部的兩個主要工作是發軍令和在國會選舉前組成ATO團隊。

This month it will be third anniversary of setting up Empress Day.
這個月將會是偽娘女王日的三週年。

DankChronic has already started getting prepared for this event. When I saw such devotion to the culture, I couldn't said no. I'm sure that he will make April's Empress Day an unforgottable exprience.
DankChronic已經著手籌辦是次活動。當我看到這份對文化的熱誠，我無法說不。我相信他會將四月的女王日辦得很難忘。

Court of eJapan
eJapan的法庭

The court of eJapan will consist of trusted players , that were elected by people.
eJapan法庭會由一些值得信賴的玩家所組成，而他們是由人民所選出來。

As there's no way to perform large scale fair election outside of eRepublik, my plan is to use eRepublik mechanics in process of election, what I mean is:
因為沒有方法在eRepublik以外進行大型而公平的選舉，我的方案是利用eRepublik的選舉機制，即是：

Players in Court of eJapan:
1.At least once won presidental elections
2.Weren't Impeached
3.Still have eJapanese citizenship
4.Cannot be banned for multi from eRepublik

在eJapan法庭的玩家們：
1.最少要嬴過一次總統選舉
2.沒有被彈劾過
3.仍然有eJapan的國藉
4.不能被eRepublik以Multi的理由封號過

Tasks of the court :

1.The court will have the right to suspend citizens that threats eJapan safety.
2.Every judge will have one vote
3.Majority of votes in favor(at least 51% of present) will be needed to suspend player from political life up to 3 months
4.To ensure that court verdicts are respected, Anti Take Over Unit will be set
1.法庭會有權力去停止威脅eJapan安全的公民。
2.每一位法官都會有一票。
3.需要多數票贊成(最少佔51%出席率)去中止一位玩家的政治生活長達三個月。
4.為了保證法庭的判決會被遵從，我們會設立ATO團隊。


Anti Take Over Unit - ATO團隊

With help of Minister of Defense (Auraborus) and Minister of Internal Affairs (Geezus) I plan to set ATO unit ,capable of defense of atleast 1 region during congress elections
藉著國防部部長(Auraborus)和內政部部長(Geezus)的幫忙，我計劃設立ATO團隊，最少能保護一個區域的國會選舉。

ATO Unit will also cooperate with chosen by congress Minister of Security.
ATO團隊會由國安部部長選出。（按：全文並沒有提及國安部……）


Recruitment:
招募：

Every pro-eJapan eJapanese, who want to help in safe development of eJapan can be a part of ATO Unit
所有親eJapan的eJapanese，只要想協助eJapan安全地建設都可以成為ATO團隊的一份。

Player suspended by court of eJapan still can be a part of ATO Unit, but can't be a blocker candidate during the elections.
被法庭停止的玩家仍然可以成為ATO團隊的一部份，不過在選舉時不能成為攔截候選人。（按：就是為了刷掉PTOer而參選的人）

I expect MoIA to recruit new players, as it's great way to start actively helping eJapan even with small exprience.
我期望內政部會招募新（加入的）玩家，因為這是一個很好的方法，以微小的經驗去踴躍地協助eJapan。


Tasks of ATO:
ATO工作：

I.During the presidental elections (5th of every month):
I.在總統選舉期間 (每月的5號)

-The normal use of ATO Unit during presidental elections is prohibited.
-Every member of such unit as citizen has the right to express his support for certain candidate.
-Only in emergency of being taken-over by PTOer verified and suspended by court of eJapan,special instructions shall be given.
- 總統選舉期間，ATO團隊的一般用途是禁止的。
- 每位成員擁有作為公民的權利去支持他的候選人。
- 只有在緊急的情況，如面對被已確認和被法庭停止的PTOer的威脅，可以下達特別的指令。


II.During the (top 5)party president elections (15th of every month):
II.在(前5位)政黨黨主席選舉 (每月的15號)

-Every political party has the right to chose their own leader, the use to PTO a party is strictly prohibited
-possible use is when party is to be taken over by a player that was suspended from political life by court of eJapan
-another possible use is when party is being PTOed by other parties. (for example.Other party member running in elections , with lot of votes from 1-day-changing-party ppl
- 每個政黨有她的權利去選擇她們的領袖，嘗試用ATO團隊去PTO一個政黨是禁止的。
- 可能的用途是當政黨被一位被法庭停止政治生活的玩家TO
- 另一個可能的用途是當政黨被另一個政黨PTO的時候。(例如。另一個政黨的成員參選，並從轉黨只有一天的人手上拿到大量的票)


III.During the congress elections (25th of every month):
III.在國會選舉期間 (每月的25號)

a)Before the elections day:
-Every Party President should send the list of approved candidates before the elections day
-Every Party President can ask for blocking candidates- and this shall be the main task for ATO unit to block candidates that weren't approved by party president
-For every need of changing the region there will be refund of travelling cost for the members
a)在選舉日前:
- 每一位政黨主席應該在選舉日前公佈得到認可的候選人名單
- 每一位政黨主席可以要求封鎖候選人- 而這將會是ATO團隊的主要工作，去攔截不被政黨主席認可的候選人。
- 如果有需要轉移地區，將會發放相應的車船津貼。

b)On the elections day:
-If no rogue candidates show up (which is possible if we have enough blockers, and cooperating party presidents): ATO unit remains inactive
-If rogue candidate shows up : ATO should be coordinated to ensure that this candidate won't be chosen
-For every need of movement there will be refund of travelling cost for the members
b)在選舉日當天:
- 如果沒有流氓候選人(如果太多的停權人和與其合作的政黨主席，這是可能的): ATO團隊會待機。
- 如果流氓候選人出現 : ATO團隊應該協調好，確保這位候選人不會當選。
- 如果有需要轉移地區，將會發放相應的車船津貼。


Plan for the next congress elections:
下一次議會選舉的計劃：

It will be almost impossible to gather so many members to set blocking candidates for both region , blockers shall be in 1 region, and if something goes wrongwe shall ask for the second region wipe out.
要找到這麼多成員去為兩個區域設立攔截候選人幾乎是不可能的，所以攔截候選人會在一個區域裡行動，如果另一區出問題了，我們會嘗試令這一區被掃除。

No matter what happens, let's stay united. There will be place waiting for every active citizen that want to help eJapan in my cabinet. I'm waiting for other candidates to publish their ideas, and together we can make something really great out of eJapan while having lots of fun as well!
無論發生什麼事情，讓我們團結起來。每一位活躍又想幫助eJapan的公民都可以在我的內閣找到一席位。我正等著其他候選人公佈他們的想法，使我們可以在eJapan做出一番美妙的事和找到樂趣！

後記：
這次會翻eJP的候選內閣介紹，像我剛開始翻譯外文一樣，是希望語言不會阻礙我們彼此的交流。然而泡菜文我真的翻不出來。Orz

儘管你可能對他的政綱嗤之以鼻，甚至會覺得他選不上總統（不過只目前還只有他發文）。最少我想讓各位可以多了解他們的狀況、難處，知道他們是怎樣想的，並給予一些支持。

不過，sumeragi對於日本變成妹妹一事感到相當憤怒(?)


嗯……我們還可以討論偽娘日的。
