Einleitung
Es ist mir eine große Freude, euch von der Gründung des eDeutschen Entwicklungsfonds zu berichten. Es wird zu Beginn eine kleine nicht profitorientierte Kreditbank sein, und wir möchten Darlehen an aktive aber arme Soldaten und begeisterte Neulinge vergeben, um deren Besitz und besonders ihre Firmen zu verbessern.



Die Geschichte der Idee und des ganzen Bank-Zeugs.
Vor Monaten, als die Admins das Parteigold an den Staat verschoben, bekam meine frühere Partei in Ungarn 40 Gold davon zurück. Zu dieser Zeit lebte ich bereits hier in Deutschland, deshalb interessierte ich mich nicht so sehr für das Geld (genau wie alle anderen). Während der Firmenaufwertungsaktion schrieb ich eine beschränkte Ausschreibung an meine früheren Parteikollegen. Es ist schwer, in diesen kurzen Zeitperioden Gold zu bekommen, selbst von Freunden, weil jeder versucht mehr und mehr Dinge zu bauen. Das Resultat war folgendes: vier Leute bekamen je 10 Gold für Firmen-Upgrades, und deshalb sorgte sich keiner um das Geld. Ich wusste das und vertraute ihnen. Sie hatten es erst in zwei Monaten zurückzuzahlen. Aber nach 3 Wochen kamen schon 30 Gold zurück und sie waren alle dankbar für das Darlehen. Ich konnte das Gold wieder ausgeben. Heute kann ich sagen, dass diese Goldmenge half, eine Q4 Waffenfabrik, eine Q2 Nahrungsfabrik, einen Q3 Fischteich, eine Q4 Kuhfarm und 3 Q4 Salpeterminen zu bauen/aufzurüsten. Und es ist nur ein Fond mit 40 Gold. :>

In meinem eLeben borgte ich mir mehrfach Geld. 1, 2, 5 oder 10 Gold konnten sehr helfen. Man kann Zeit sparen, wenn man einen bestimmten Plan hat und etwas so schnell wie möglich umsetzen möchte. Ohne jede Hilfe wird das Spiel langweilig, aber sobald man in der Lage ist, seine Pläne zu vollenden, hat man eine größere Chance Spaß zu haben und weiterhin eRepublik zu spielen. :> Übrigens ist diese letzte Aussage auch das soziale Interesse des Staates. Das Verbleiben der jungen Bürger im Spiel und eine möglichst aktive Bevölkerung zu haben.

Der dritte Grund, warum ich dies starten möchte, ist mein Glauben an ökonomische Themen. Ich denke nicht, dass in der nahen Zukunft Deutschland eine Chance auf viele Boni hat. Also muss ein eDeutscher mehr Firmen haben als ein ePole. Das ist notwendig, wenn man autark sein möchte und unserer Industrie mit Rohstoffen dienen oder unsere Armee mit Waffen versorgen möchte.

Das Hauptziel dieses Projektes: dass die Leute so viel Rohstofffirmen wie möglich bauen. Das ist ein realer Plan, weil die Investition für eine Q4 Firma nur 8500 DEM beträgt, und die Rückzahlungsdauer 2-3 Monate beträgt. Das tägliche Einkommen ist höher als 60 DEM, also bedeutet dies 1,5 Panzer täglich über einen sehr langen Zeitraum. Die Stiftung wird kein Darlehen ohne eigenes Geld ausgeben, aber ich denke, dass sie ein Teil in dieser Entwicklung sein wird. Übrigens ist diese Entwicklung auch im Interesse des Staates.

eDEF (eGDF) als Staatsprojekt
Für größere Militärmacht benötigt eDeutschland auch eine gute Strategie bei der Wirtschaft. So begann dieser Plan hier für mich. Seitdem denke ich über eine gute Lösung nach. Darum versuchte ich die Debatte über den Wechselkurs anzufeuern. Das war der Grund, weshalb ich das tägliche Steuereinkommen beobachtete, oder warum ich über die Vorteile von Schwierigkeiten und Selbstversorgung sprechen wollte.

In der letzten Wahl fragten mich Mitter und Otis84, ob ich ihnen helfen möchte in ihrer Regierung. Ich sagte Ja, aber vorher erzählte ich von diesem Projekt. Mitter konnte jedoch nicht bei den Präsidentschaftswahlen antreten und Otis war nicht erfolgreich. :3 Nach der Wahl war ich neugierig auf Carolines Meinung darüber. Mein Plan drehte sich darum, täglich 2-3000 DEM auszugeben, also ca. 10% der Bruttosteuereinnahmen. Es war absolut verständlich, dass Caroline - nach Rücksprache mit Raidoh - vorläufig Nein zu diesem Projekt sagte.

Bürgerstiftung
Jetzt möchte ich dieses Projekt als Bürgerstiftung starten. Ich sprach mit einigen Leuten in meiner Militäreinheit, so dass diese Stiftung bereits einiges Geld besitzt. Ich gebe 20 Gold an den Fond, ilphen gibt 10.000 DEM, Mitter und KleinerTeufel versprachen je 5.000 DEM. Also beträgt die Fond-Basis ~30.000 DEM. Ich denke, dass dies für den Anfang genug ist. Wir werden einige Firmen bauen, einige Statistiken erstellen und das Potenzial dieses Projektes ergründen. Dies wird ein Experiment sein. Und falls es funktioniert und die Regierung es unterstützt, könnte dies ein Teil eines großen Staats-Projektes werden. :3

Vorteile und Risiko
Ich werde einen Artikel über die Details schreiben und ihn bewerben, aber zuvor schon mal ein paar Worte, wie ich mir das vorstelle:

-Jeder hat das Recht, sich bei mir um ein Darlehen zu bewerben.
-(Ich denke, dass ich Hilfe bei der Verwaltung benötigen werde) Ich werde den Bewerber einordnen und bewerten.
-Sozialer Status, Bürger-Level, Anzahl an Arbeiter-des-Monats-Medaillen, Mitgliedschaft in Militäreinheiten, die Höhe des Kredites, Ausführungsdatum der Rückzahlung und Plan für Verwendung des Geldes werden wichtig sein bei der Einordnung des Antragstellers.
-Die Details der Kredite und der Transaktionen des Fonds sind offenliegend. Transparenz FTW o/
-Die Öffentlichkeit, relativ strenge Beurteilung der Darlehen und das Vertrauen sind die einzige Garantie des Funktionierens der Stiftung. Wir haben keine effiziente Waffe gegen Betrüger, aber das Risiko ist kleiner als die Vorteile des Projektes.

Introduction
It's a great pleasure for me that I could report you about the foundation of eGerman Development Fund. It will be a - first of all - a tiny, non-profit credit bank, and we want to give out a loan for the active but poor soldiers and enthusiastic newbies to improve their properties, especially their companies.

The histroy of the idea and the whole banking stuff.
Months ago when admins have donated the gold of the parties to the state, my former party in Hungary got back 40 gold from it. At that time I already have been living here in Germany, so I didn't care about the money so much (and no one else did). During the company upgrade action, and I wrote a restricted tendering for my former party members. It's hard to get gold even from friends in these short periods, everybody try to build more and more things. The result was the following: four people got 10-10 gold for company upgrading, and because of that nobody cared about the money and I knew and trust them they had to pay it back in two months. But after 3 weeks 30 gold came back, and they were all appreciated for the loan. I could give out this money again. So today I could say this little found helped to build/upgrade a q4 weapon company, a q2 food company, a q3 fish pond, a q4 cattle farm, and 3 q4 saltpeter mines. And it's only a 40 gold fund. :>

In my eLife I borrowed money many times. 1-2-5-10 gold could helped a lot. You can save time when you have a particular plan and you want to realise it as soon as possible. Without any help the game become much more boring, and if you were able to finish your plans, you would have bigger chance to have fun and keep playing eRepublik. :> By the way this last statement is the social interest of the state too. Keeping the young citizens in game and having as much as active population as possible.


The third reason why I would like to start it is my creed in economy issues. I don't thing that in the near future Germany has a chance for many bonuses. So an average eGerman must have more companies like an ePolish. It is necessary if you wanted to be self-sufficient and if you wanted to serve our industry with raw or supply our army with weapons.

The main goals in this project: to have people build as much rawcompany as possible. This is a real plan, because the investment of a q4 company is only 8500 DEM, and rate of return is 2-3 month. The daily income is more than 60 DEM so it means 1,5 tank daily in a very long term. The foundation won't give out a loan without own money but I think the loan could take a hand in this expansions. By the way this expansion is the military interest of the state too.

eGDF as a state project
For stronger military power eGermany need good strategy in economy too. so this plan started here for me. Since then I have been thinking on a good solution. That's why I tried to 'fuel the debate' about the exchange rate. That was the reason why I monitored the daily tax income, or why I wanted to speak about the advantages of difficulties and the self-sufficiency.

In the last election Mitter and even Otis84 asked me whether I wanted to help them on their government. I said yes, but before it I come out with this project. But Mitter couldn't run for the presidency and Otis haven't succeed it. :3 After the election I was curious to know Caroline's opinion about it. My plan was about to spend 2-3k DEM daily, it meant to tie up almost 10% of the gross tax income. It was totally understandably that Caroline - after consulting Raidoh - said no to this project temporarily.

Civil foundation
Now I want to start this project as a civil foundation. I talked with some people in my military unit, so the foundation has some money already. I have given 20 gold to the fund, ilphen have given 10.000 DEM too, Mitter and Kleinerteufel promised 5000-5000 DEM. So the base fund is ~30.000 DEM, I think it is good enough for the start. We will build some companies, make some statistics and know the potential of this project. This will be an experiment. An if it is working and the government uphold it, this could be a part of a great state project. :3

Advantages and Risk
I'll write an article about the details and I'll advertise it, but just a few words before it how I imagine it:

- Everybody have right to apply to me for loan.
- (I think I'll need help in the administration but actually) I will rank and judge the applicant.
- Social status, citizen lvl, number of HW medals, military unit membership, the ammount of credit, and undertaken date of repayment, plan with the money will be important in the ranking.
- The details of the credits and the transactions of the fund are open. Transparency FTW o/
- The publicity, relatively strict judgement over the loans and the trust are only guarantee the working of the foundation. We don't have any efficient weapon against cheaters, but this risk is less than the advantages of the project.
