Ok, here are my suggestions:
From what I saw in Migration statistics - about 25-30% of population migrated as harvester. In version 1 - one harvester produced raw materials for about 2.5 producers. You SHOULD keep this ratio. So in version 2 if there are 25-30% harvesters and 70-75% producers, the OPTIMAL equation will be as follows:

One Q1 food (90 productivity points - PP) will need 30 grain (PP / 3 = raw materials)
One Q5 food (450 PP) will need 150 grain.
That way if one producer produce for 8 hours 50 PP and harvester with the same skill produce for 8 hours 50 material, there will be needed three producers for one harvester.

Weapons:
One Q1 weapon (500 PP) will need 200 iron/titanium (PP / 2.5 = raw materials)
That way iron/titanium will be a little more valued than grain
One Q5 weapon (2500 PP) will need 1000 iron/titanium

Moving tickets
One Q1 ticket (1000 PP) will need 160 oil (PP / 2.5 = raw materials)
One Q5 ticket (5000 PP) will need 800 oil

Houses
One Q1 house (20 000 PP) will need 8000 stone (PP / 2.5 = raw materials)
One Q5 house (100 000 PP) will need 40 000 stone

Hospitals/DS
One Q1 hospital (200 000 PP) will need 80 000 stone
One Q5 hospital (1 000 000 PP) will need 400 000 stone.

As you see the numbers are HUUUUGE.
So the effect that products do should be huge too. Otherwise buying wellness/happiness with GOLD (real money) will be much more cheaper. If something you buy with GOLD is less cheaper than buying it with virtual money you will loose gamers that play the game for fun, after them you will loose gamers that play the game with real money.
You know that a game is nothing with its players, right?

Ok, let's start with hospitals
cause their effect is most understood. Hospital returns health. Health cost 0.5 GOLD per 20 points (health pack).
Let's assume that average high skilled worker produce 50 PP per hour and work average 8 hours per day. That mean 400 PP.
You will need 20 000 hours to build the hospital. You will also need 8 000 hours to gather the resources for that hospital. 20 000 hours are equal to 1 000 hours per worker (20 workers) or average 125 days.
125 days to produce just one hospital (ok, it's Q5, but it's just one). You will need resources 8 000 hours or 800 per worker (10 in company) that means 100 days (800 / 8 hours) - 100 days to gather the resources. That's pretty OK.

So you need total 125 day to build a hospital which will have (in best case) 10 000 points to restore. The resources needed to build that hospital are salaries for producers and salaries for harvesters plus profit for hospital company + profit for stone company. Let's assume the profit is 10% from salaries. Ok, I'm asking myself what is good salary? If there are enough producers and enough harvester their salaries will be equal. But producers work in Q5 company while harvesters in Q1 company - difference of 4 points of health which in best case is equal to one or two qualities (average 1.5) better food/house which means average of 135 productivity points more 45 raw materials more (if 0.001 gold cost one grain that's 0.045 more gold + salaries for both workers and harvesters - assume 0.045 + 0.045 and a little profit) - ok I think 0.15 more GOLD for producers in Q5 hospital is fair enough.

And I'm asking myself again: what's fair salary? We know that 1 working hour is 50 PP and 1 working day 400 PP. Worker need to eat, to train, to have fun and to fight at least 1-2 times weekly. He will need at least 0.2 GOLD to do this and if he's working in Q5 hospital company - at least 0.35 GOLD for the 400 PP per day.
Ok, previous we know that there are needed 125 days to finish the hospital and 20 workers. That means 125 * 20 = 2 500 working days * 0.35 GOLD = 875 GOLD
We need raw materials too - 10 workers 100 days = 1 000 working days * 0.2 GOLD = 200 GOLD

Edit: Let's add profit - 10% for hospital company and 10% for stone company. That means 960 GOLD + 220 GOLD

WOW - one hospital that will be built for 125 days will cost ~1180 GOLD


Ok one health pack cost 0.5 GOLD and recovers 20 health. That means with 1180 GOLD you can buy 2360 health packs and heal 47 200 points.
In the meanwhile average hospital these days heals at most 5-6 000 points. WHAT A DIFFERENCE!

I suppose that buying things with GOLD should cost at least twice more than buying them with virtual currencies. So our Q5 hospital should heals around 86 000 points. What can be done - each point spent in Hospital walls (durability) should HEAL at LEAST 1 000 points of health.
That way average hospital will heal 55 000 health points (a little more than buying with GOLD) but best hospitals will heal 100 000 points (twice that number).

The hospitals example was the best example. In houses you should take in mind that houses are not infinite, but destroyable. I suppose that one house should be 1.5 more expensive than the same quality eating food, and should still be cheaper than restoring health with health packs and happiness boosters. At least 1.5 times cheaper than boosters.
It's up to you to calculate that. Food can be calculated the same way as houses. It should be 3 times cheaper than buying health and hapiness with gold.

You got the point! Calculate everything you can buy with gold and make things you buy with virtual currencies cheaper.
