This month has tested many things; me not the least... It is strange that it falls to me - a member of the 'opposition Party' at the last election to have had to run eCanada at times. I hope I have served well in the periods of your elected Presidents abscence and without further ado give my insider view:

A.Presidential Abscences.

When the President first went absent I consulted the runner up in the last election (TFD) and informed Caninet that we should meet to discuss the matter. The President however returned before the Cabinet meeting. My good friend Wilhelm Gunter then advised me of the constitutional rules:

7.3 The Speaker has the power to declare the President absent subject to the following restriction: The absence must be unscheduled. Advance notification of absence provided via forum PM to the Speaker and/or the Vice President shall constitute adequate notification. The absence must be greater than 72-hours. The 72-hour time shall be calculated based on the The 72-hour time shall be calculated based on the Presidents forum profile under the STATISTICS/Last visit time.

This rule I have observed, Congress has been fully informed and due notification of the Presidents current absence has been given.

As such I am deeply grateful to both Congress and Ministers for their understanding. This situation is not ideal but shows the resilience of the mechanisms in place. We have been tested and come through!

The Government

Yes we had contraversy in the MoFa but this is relatively small: KyleDr (the MoFa) and our Ambassadors have never been so busy, nor have we (to my recollection) had so many Ambassadors.

The MoF was tasked by the President at the start of the month at providing more gold in case of attack. Fortunately some of the measures the envisaged were not needed due to other events (below) but the gold reserve has still increased due to SirDeLongname (as we call him).

The Minister of Immigration Etemananki, in my opinion, deserves special respect. He has cut the waiting page dramaticaly and speaks much with CSIS. I take my hat off to him.

In CAF we have recently experienced a sad loss, which I am sure all eCanada will mourn. We are still taking stock of this loss and deciding how to honour our Comrade and friend. However CAF has expanded and the budget has coped. New Platoons are made and the High Command has a V2 strategy.

Other than that 'those who know' will understand the CSIS/High Command Project 'Pie in the Eye' is under way. I am verbotten from saying much about this but will prove very useful in my opinion.

I won't go through the others as I fear I may bore you. So the stuff you want to know...



C. The French War.

The President was elected on a mandate to close this war - we have done our best. In the First talks eFrance asked for 2500 gold and we got them down to 1000 gold but our Congress rejected this. After their failure to take Rhone Alps and Aquitaine we spoke again and discussed 150 gold and Trade Treaty. We had trouble contacting them for some time but the eFrench President agrees this much: It turned out they rejected this offer and this the current deal:

I have therefore put this before our Congress. We are currently observing a truce. I think this matter is particulary vital to inform the public of bearing in mind the Presidential Candidates contrasting views and regard as this as my duty to inform you.

D. The Wars and Other Important Sillyness.

This month has seen two major attempts to break the current 'stalemate' and trading in eEurope. The first was the Phoenix 'multi-strike' aimed mostly at Rhone Alps and during which we occupied 2 French regions. The second was the Eden attack on Liaoning (LK). Both plans failed - ours was pre-empted so when the time came all the origionaly planned things could not be done. This was NOT our responsibility and we did our best.... we was 'gazzumped' by the enemy on origional LK plan.

More recently we have seen the India, Pakistan, Serba wars and heard about eIndias request for eUSAs high iron region (in eIndia). There have been talks between eUSA and eIndia at which eCanada was present and we believe we have helped both our friends come to an amicable resolution.

Summary

This month has tested the Governments 'back up plans'. It is for you to judge how well they worked. The Government has continued to move forward on the Presidents policies. I have tried myself to give you all the information I may and consulted with Ministers and Congress as much as possible in the Presidents absence. The war with eFrance is 'closeable' I believe and we have come very close. The war against Phoenix goes on...
