Introduction

The past 11 days have been very busy so this 'A view from Parliament' will contain updates on 2 outstanding law proposals from the last article, 7 new MPP law proposals, 3 Natural Enemy and 2 taxation law proposals for my constituents to review. As Speaker of the House I'll continue to include notes after each law proposal in an attempt to summarize the Congressional discussion surrounding them.

Outstanding law proposals

Just to let you know about the two outstanding law proposal mentioned in Issue 29

Country Donation
Do you agree to transfer 400000 GBP from the country accounts to Bank of England?

I voted YES. To support the work of the MoF.

The vote ended;
27 YES votes to 3 NO votes

*Speaker's Notes - Reason for this transfer have been presented to Congress and can be read in this MoF article.

Natural Enemy
Sweden has been proposed as Natural Enemy.

I voted YES. As this is a counter proposal to Sweden proposal of the United Kingdom as Natural Enemy, this proposal will help us better defend the UK.

The vote ended;
34 YES votes to 0 NO votes in the UK
1 YES votes to 0 No votes in Sweden

*Speaker's Notes - Discussion surrounding whether or not we should counter proposal "we might not be attacking them but we will certainly be defending so might as well have the 10% NE bonus for that" was the CP's view.

Completed MPP law proposal are;

As I outlined in my Congressional Approach I feel comfortable with the existing set our allies the UK holds so would be most likely to vote in favour of re-signing all MPPs however on each MPP I still ensured an informed decision by following the discussions of my fellow members of Congress(Parliament) and careful consideration myself

MPP
President of United Kingdom proposed a mutual protection pact with Iran

I voted YES. Iran offered to pay our cost for this MPP and they have been a fine ally in the past so I saw this as only beneficial for the country.

The vote ended;
29 YES votes to 1 NO votes in the UK
28 YES vote to 1 NO votes in Iran

*Speaker's Notes - Introduced and widely supported in Congressional discussions.

MPP
President of United Kingdom proposed a mutual protection pact with Poland

I voted YES. Fellow TWO member and fantastic ally to say the least.

The vote ended;
30 YES votes to 0 NO votes in the UK
69 YES vote to 4 NO votes in Poland

*Speaker's Notes - Not discussed

MPP
President of Republic of China (Taiwan) proposed a mutual protection pact with United Kingdom

I voted YES. I feel the UK would benefit with this additional ally whose citizens are awake while we sleep.

The vote ended;
30 YES votes to 2 NO votes in the UK
33 YES vote to 0 NO votes in Republic of China (Taiwan)

*Speaker's Notes - Some minor positive discussion about their timezone.

MPP
President of Venezuela proposed a mutual protection pact with United Kingdom

I voted YES. I've felt the UK and Venezuela have been good allies, so why not continue this mutually beneficial MPP.

The vote ended;
28 YES votes to 3 NO votes in the UK
29 YES vote to 1 NO votes in Venezuela

*Speaker's Notes - Some discussion about Venezuela's relevance in the 'new world' and usefulness to the UK.

MPP
President of United Kingdom proposed a mutual protection pact with Spain

I voted YES. Fellow TWO member and long standing ally.

The vote ended;
20 YES votes to 9 NO votes in the UK
32 YES vote to 2 NO votes in Spain

*Speaker's Notes - An interesting discussion about the continuation of this MPP, some positives raised (strong ally) and some negatives (potential change of world politics)

MPP
President of Hungary proposed a mutual protection pact with United Kingdom

I voted YES. Fellow TWO member and long standing ally.

The vote ended;
31 YES votes to 0 NO votes in the UK
35 YES vote to 0 NO votes in Hungary

*Speaker's Notes - Not discussed

MPP
President of Greece proposed a mutual protection pact with United Kingdom

I voted YES.

The vote ended;
29 YES votes to 0 NO votes in the UK
32 YES vote to 1 NO votes in Greece

*Speaker's Notes - Not discussed

Completed Natural Enemy Law proposals

Natural Enemy
Finland has been proposed as Natural Enemy.

I voted YES. To support our war effot.

The vote ended;
33 YES votes to 0 NO votes

*Speaker's Notes - Some discussion however mostly support of the continuation of the war in Scandinavia.

Natural Enemy
Norway has been proposed as Natural Enemy.

I voted YES. Once again to support our war efforts

The vote ended;
30 YES votes to 0 NO votes

*Speaker's Notes - Support for the war in Scandinavia continues.

Natural Enemy
Finland has been proposed as Natural Enemy.

I voted YES. With the new rule of the tax gathered in occupied regions going to the occupier it made sense to continue our conflict with Finland as they have a higher tax rate than some of our other options. They also have no shield and probably most importantly we once again support of friends Estonia.

The vote ended;
0 YES votes to 0 NO votes

*Speaker's Notes - This one did raise quite a bit of discussion as Finland was not our only option. More detail can be found later in this article under the "Other votes" section. Although as we lost a border with Finland this Law Proposal ended up void.

Other Law Proposals
VAT & Import Taxes: Moving Tickets

Value added tax (VAT) to remain at 5%
Import tax to lower to 1% from 50%

I voted NO. So I could vote YES to the law proposal below

The vote ended;
10 YES votes to 17 NO votes

VAT & Import Taxes: Moving Tickets

Value added tax (VAT) to lower to 1% from 5%
Import tax to lower to 1% from 50%

I voted YES. As in the words of 'Max Blue' our tax regime doesn't have any income from Moving Tickets as they 'had' been redundant. However our tax policy on them remains out of date at huge rates. I have been buying MT's and selling them in cheaper markets abroad. The UK is missing a trick if we don't set the MT tax at 1% and allow people to use the UK as a global tax 'loophole' were we will generate a small income from people (of all citizenships) selling via us."

The vote ended;
28 YES votes to 2 NO votes

*Speaker's Notes on both proposals - Wide support for Max Blue's proposal and that the first law proposal should be rejected in favour of the second, some questions about the relevance as moving tickets could be a short term thing.

Other Votes

Who to war with

As members of Congress we were invited to discuss and then vote on who we'd like to war with between Finland, Ireland or an other. The option to abstain from the vote was also present.

Finland won the vote so the Natural Enemy Proposal was started by the CP (as discussed above); Details of the vote.
9-Finland
3-Ireland
1-Canada
1-Poland
1-Everyone
1-Abstain

*Speaker's Notes - As I've mentioned earlier this one did raise quite a bit of discussion. Numerous points well raised about were the UK should direct there damage although some concern that it seemed to only be a small proportion of Congress involved in this discussion.

Closing thoughts

This article has dragged on far too long I'm sure. So my closing thoughts will be brief by only highly recommending you read my fellow member of Congress dmgd's [ESO]Report from Congress.
