Let's first look at the facts: a referendum takes place in Ukraine. The foreigners' votes are eliminated. I agree with this 100% - the referendum should reflect the will of the REAL Ukrainians.

After the foreigners' votes are eliminated we see 51% of the Real Ukrainians voted for EDEN. What does the president do?

He declares he will join Phoenix. He has enough support in the Congress to avoid an impeachment. Good for him!

However this is the beauty of the game mechanics: while he can avoid an impeachment, in order for Ukraine to actually join Phoenix the Congress should vote for alliances (MPPs) with Phoenix and against MPPs with EDEN.

Until that happens, the president's choice is just his personal choice.

He can order the Army to fight against EDEN in order to create tensions. But the Army can ignore his orders and fight for the national interests of Ukraine.

We had a somewhat similar situation in February: the Romanian president had decided to "go on strike" and not support EDEN's operations anymore. The Romanian army disobeyed his orders and fought alongside her traditional allies. Because the army's first and most important allegiance is to the Country, not to the man who happens to be president for 1 month. The presidents come and go, the Country is forever.

Therefore the ball is now in the Congress' court. Will the Congress be able to enforce the will of the majority of the Real Life Ukrainians?
