I'm pretty sure he isn't. As Jofroi mentionned in plenty of his candidacy articles, people who ask for a government job, get the job. In this case, no-one except VP wanted that job so Jofroi gave him the job.

I don't understand why you keep hitting on Defiance and co if you badly wanted that the "forum elite" gives others power.
