[PEACE Propaganda] The Rhode Island Training War Dilemma

Reading the US press I stumbled upon 2 articles, one published by Harrison Richardson, the US president and one by Eugene Harlot regarding an imminent invasion of the USA.
Beside the fact that they made me smile I have a dilemma. What will happen to the Rhode Island training wars? Let’s see the 2 scenarios.
1. The training wars will be stopped so American citizens will not waste their damage in case of a PEACE attack.
Pros:
- If PEACE attacks all Americans will be ready to fight there, full damage will be dealt to defend the homeland
Cons:
- Americans will not be able to fight, so they will not increase in rank
- The average wellness level will slowly decrease as nobody will be able to use the hospital due to the lack of fights
- Citizens will lose the 2 experience points received for every fight during the training was, so they will level up slower.
- The military must move abroad to fight. If they work there the US production will drop and the tax income will drop to.
- The allies of the US will suffer the same negative effect.
2. The training wars will be go one as usual.
Pros:
- Americans will fight, so they will increase in rank
- The wellness will stay at high levels thanks to the use of hospitals.
- Citizens will receive 2 experience points received for every fight during the training was, so they will level up more quickly.
Cons:
- If PEACE attacks the day the training war ends Americans and their allies will not be able to defend the US as they would have used their fights for that day.
Which is the best option? What would you choose?
Today a new Rhode Island training war is due to start. Let’s see if it will go one as scheduled and make the US vulnerable to a PEACE attack, or will it be delayed impairing the US citizens from increasing in rank.

Option 2 please.
We don't know when they're going to attack but to put our lives on hold just because PEACE might attack today will destroy us. If anything, keep some tanks (and maybe some extra 10+ strengthers) in reserve just in case. It might end up costing a bit more than Q1s for all citizens, but it keeps us safe and allows noobies (such as myself) to level and gain rank.

You have one error of assumption:

The military is quite capable of working in the US, fighting abroad twice, and moving back and once again working in the US. They do this quite frequently.
That being said, Option 1 seems the way to go, considering past performance when PEACE attacked allies on training war days.

We went months without these wars, we won't die off without them. Voted because it's Zoli, though.

You did option 1 in the recent Croatia-Serbia Conflict, and did you win there? If someone is ignorant enough to not check the news and fight in the war games, they wouldn't be fighting wherever you want them to fight anyway, because they will have never read the news and found out. The damage lost is negligible, and it really annoys the hell out of the countries participating in your war games that aren't necessarily fighting overseas.
Ok. so i will summarize this for you Zoli. Option 1 = We are safe but a lose about maybe 5 wellness per person and we dont level up. Option 2 = America will lose some regions due to war but we will gain 10 expeience and some wellness. Regions>Wellness/Exp. My personal opinion.
I would go with option 2 because I don't care what happens to the eUSA. I just want to fight without having to move.
