Aye 18
Nay 0
Result: Aye's have it Effective immediately, to be entered into legislation in due course.

Current Session
Our recently departed ex-Speaker -> CP ran a number of committees. These have been restarted on an 'as required' basis.

Citizenship Committee
Has been re-instated, consisting of (Myself, Huey, jamesw, yurigavin, Dave Trenga) Already a couple of migrants have been checked and several more are being discussed. If anyone gets a request for citizenship, please refer them to one of the members.

Scrutiny Committees
1.Defence and Foreign Affairs
2.Finance - serves a distinct role, so will be re-established soon.
3.Education

These are generally out of favour due to inactivity, quite simply put, we don't have enough participation. The vast majority of congress activity is voting, it's the power to effect, without the responsibility to be actively involved. This creates a situation where very little positive output comes from congress other than it's rubber stamping activity. Unfortunately these diverse groups make the problem worse, we can't afford to divide input further and end up grinding to a complete halt.

Finance Committee
This is in the process of being revived, please comment on it's previous composition, this will tell me if we can get it up quickly or time has to be spent voting members in. As it handles scrutiny of potential CP budgets, it's important we handle this as quickly as possible.

The Malta Committee
Whilst a good idea, turned into a black-hole for congressional activity. Both congressional threads were being ignored and there was a great overlap from the government. Essentially, if you weren't on the Malta Committee, you weren't in congress you just had a vote. It isn't democratic to nurture an elite group which has no responsibility to report to anyone else. As initially created, a forum for in-depth debate, would have been fine, but this very rarely occurred - just a series of general conversations that would have been suited to congress threads or parliament sessions. If we develop a need in future, we'll recreate it with the same name, not dead but on hold.
