Prezados eCidadãos,

Através deste comunicado, viemos esclarecer os fatos noticiados nos últimos dias sobre o posicionamento do Brasil e do Governo diante do “caso Indonésia”. E antes de mais nada, a CP, o vCP, o MoFA e todo o governo PEDE DESCULPAS A TODO O POVO BRASILEIRO, AO CONGRESSO NACIONAL, À COT E À ÁFRICA DO SUL PELA FALHA NA COMUNICAÇÃO E PRINCIPALMENTE A INDONÉSIA por ter arruinado suas metas, sejam elas quais fossem e pedimos uma unica e final vez que nos devolvam Eastern Cape, EC SEMPRE FOI DO BRAZIL. Pedimos a vossa cooperação.
Inicialmente, cabe esclarecer que o MoFA neste governo (e pela 1ª vez neste jogo) após a saída de Suriatex por problemas RL, sofreu reestruturação interna para atender de forma adequada e equilibrada toda a demanda a qual está encarregado.

Hoje a equipe conta com: Lorenzo Lopes Riviera (ministro) e a ajuda de Guilpas (consultor), Hummerman e eTravis.Bickle.

Começamos o texto, afirmando que foram noticiadas informações de que o governo estaria atropelando o curso natural dos procedimentos usuais de uma das casas que constituem o governo: o Congresso Nacional.

Frente à isso, viemos afirmar veementemente que o Governo NUNCA atuou no sentido de atropelar a legitimidade do Congresso Nacional, sempre pautou suas condutas alavancando a legitimidade deste órgão e estimulando o debate nesta casa.



Expliquemos a situação:

1. Inicialmente, houve o estudo de viabilidade de apoio mútuo entre Brasil, Sa e Indonésia. O acordo seria pautado na possibilidade da Indonésia vir à América do Sul para dar suporte ao nosso país na guerra contra a Argentina. Entretanto, tal acordo nunca foi realmente firmado! Houve um planejamento, e como tal precisava ser aperfeiçoado e também da aprovação do Congresso Nacional.

2. Em face desta possibilidade, o Governo começou os preparativos para fazer o debate no Congresso Nacional e concomitantemente iniciou os preparativos. Mas nada que prejudicasse ou atrapalhasse as relações entre governo e congresso e muito menos as relações internacionais.

3. Ocorre que o governo lançou de forma equivocada a discussão no fórum. A intenção era fomentar o debate, entretanto as palavras soaram como imposição. O governo reconhece que cometeu este equívoco, mas que foi de logo corrigido no mesmo tópico pelo membro responsável pelo MOFA. O Suriatex, antes de pedir afastamento, fez esta correção no tópico pedindo que debatêssemos. Aqui.

4. Outro ponto, que foi objeto de discussão, foi quando o governo resolveu abrir mão de território alugado junto à África para dar foco à guerra contra a Argentina. Isto não foi, em hipótese alguma, o início de planejamento com a Indonésia. Foi sim, um pedido para que não desperdissassem dano em EC, já que tínhamos como objetivo maior apagar a Argentina e deixá-los sem Congresso.

5. No mais, ainda precisamos esclarecer a estória de ingresso ebrasileito à COT. Quanto à isso, podemos dizer que neste momento é uma possibilidade remota. As notícias que circularam são inverídicas. Desafiamos aos veiculadores destas notícias a trazer provas concretas de qualquer membro do MOFA ou de qualquer outro Ministro brasileiro afirmando a nossa entrada efetiva à CoT, mesmo passando por cima do Congresso, quebrando as instituições do Brasil. Qualquer um que diga o contrário, está falando uma inverdade! Houve sim um convite da CoT e como eles lutaram bravamente com o Brasil e nos ajudaram com os nossos objetivos, então o governo achou que seria interessante colocar o tema em debate e votação no Congresso.

O único interesse do governo neste momento é manter a sua neutralidade. Primeiro porque temos apoios importantes das duas maiores alianças do Globo e segundo porque a aprovação do Congresso foi pela neutralidade. E isto será respeitado!


Cabe ainda esclarecer os pontos do nosso relacionamento externo:



África do Sul

Como sempre, é uma parceria de muito gosto à nós. Manteremos nossa parceria, fidelidade, atenção e nossa defesa aos seus territórios. A SA é tida por nós como uma extensão da família Brasileira e, do mesmo modo, solidariamente, eles nos vem de igual forma:


No trecho:

CoT

SC CoT informou que eles publicariam um artigo pedindo desculpas à nação brasileira, pelo modo com que CoT/Indo conduziram toda esta tramitação (povo da Indo não sabia de como andava o processo do acordo (exclusão de culpa sobre o povo da Indo), SC CoT não sabia da rejeição por parte do Congresso, por isso achou normal continuar no plano), porém, aguardavam alguma resposta brasileira (pedido de desculpas de nossa parte pelas desinformações) em tempo e também porque está aguardando informações sobre se houve ou não o repasse de Indonésia para eSA da quantia de 200k CC que faziam parte do acordo, para que tal artigo, enfim, vá a público.

E nisto tomei para mim a responsabilidade/culpa pelo Governo Brasileiro pela má comunicação:

Com isto entende-se que: A falha de comunicação foi a maior causadora destes problemas, pois, CoT não havia compreendido que se o Congresso votasse contra a investida da Indonésia ao Uruguai, o assunto estaria por encerrado.



- Nossa proposta perante SC CoT:

1 - Como o povo Indonésio não estava a par do que se passava pelas surdinas (só recebia ordens mas sem realmente saber se estava certo em obedecê-las);

2 - Como o povo/Congresso Brasileiro se viu descontente com o andamento desta situação toda e, não termos (povo) culpa também;

Propusemos que se cancelasse qualquer possível acordo feito e que o Brasil continuasse NEUTRO como sempre foi e que continuemos como estamos, contando com apoio da CoT nas batalhas, quando puderem/quiserem e vice versa. A proposta a qual foi aceita:

Levamos em consideração os 02 fatores acima (ausência de culpa do povo brasileiro/indonésio) para não tocar no quesito embargo à Indonésia, pois o erro (falha de comunicação) veio de cima, de todas as partes envolvidas..

Porém fizemos uma exigência: Que se publicasse em artigo único, contendo todos os países envolvidos, o pedido de desculpas pelas falhas de comunicação (Brasil/CoT) para cessar qualquer tentativa de ataque Indo contra SA e que contenha a posição do Brasil como NEUTRA como sempre foi e com SA como sendo nossa parceira como sempre foi.

- Publicação Oficial Cot:

Dentro do que foi escrito, faremos um feedback explicando alguns pontos dentro do texto.


“Special focus: Indonesia and Brazil”

“There has been some unfortunate tension between Brazil, a close ally that was part of the great campaign that left Argentina without Congress; and Indonesia, a CoT member.”
I (seascifi) personally authorized Indonesia to launch the NE against South Africa, as it was part of a plan agreed with the Brazilian government; Indonesia did a great job of executing the plan in the expected time, even when that distracted them from the RW in Western Australia, which was unfortunately lost meanwhile.”

“We learned later that Brazilian Congress hadn’t authorized this plan. This was a big communication mistake, as Brazilian Congress should have known of the plan a week before, so that it should have been completely approved by Thursday the 21st, when both Indonesian CP and me got confirmation that Brazil was OK with the plan, without mentioning it was Congress pending.”

Neste parágrafo surge o primeiro ponto em que se faz necessário explicar: o “OK” referido no texto ainda está sendo averiguado. Não sabemos quem enviou este consentimento. Não duvidamos que o consentimento tenha advindo de um membro que integra ou integrou o governo, entretanto quem fez, fez sem autorização. Em momento algum a administração governamental autorizaria tal atitude.

“From this the situation got worse, as the plan become confusion of the population of both countries, and CoT members started to ask what was happening too. We had multiple meetings over the weekend, to clarify the issue; it is hard to get a solution when communication has been broken, and no solution could be completely satisfactory for all sides, once the plan had missed execution because of that confusion.

But we are CoT, and we especially respect our allies (as all the country, not just the top officials). So I apologize to Brazilian population and Congress for taking action with the incomplete information we had, thinking we had all the information. We never intended to cause disruption in Brazil, much less just after our celebrations of leaving Argentina without Congress for the first time in eHistory. This unfortunate series of events should have never happened.”

Neste ponto, a CoT informa que atuou acreditando tinha todos dados necessários para dar continuidade ao planejamento. Acreditou que o supracitado “OK” era o posicionamento oficial do governo.

Neste ponto, o governo informa que está averiguando quem foi o responsável pela informação prestada. E, assim que tiver absoluta certeza, trará esta informação ao público.

“We have enjoyed a great collaboration with Brazil, and we will not let it go to waste just for the lack of communication of a few people, even if they should be key people. So we investigated further, and found another “little thing” that wasn’t approved by Brazil’s Congress: to present an application to join CoT.

We did receive this formal application on February 17th (Day 1916). We have been executing our regular process for evaluating it, examining both the good and bad sides. With this exceptional situation, and once we found the Congress hasn’t voted the application, it has been decided this application was not appropriate, and we will not process it further to its result.”

Sobre o pedido de ingresso na CoT, houveram apenas tratativas de ingresso. Jamais houve o pedido efetivo e formal para tal e autorizado pela CP. Por isso, o Governo reitara sua neutralidade frente às alianças mundiais.

E, tais tratativas se deram unicamente por conta da mensagem recebida pelo Plato, determinando que o Brasil teria obrigatoriamente que entrar em alguma aliança em prazo certo.



Espanha:

Os problemas criados pelo ataque da Indonésia tomaram dimensões tão grandes que tiveram repercução internacional. A eEspanha tratando do assunto em artigo oficial, afirma:


“- Indonesia: este país está resultando problemático para los intereses de CoT. Lejos de ayudar a sus aliados y aguardar pacientemente hasta que se diera comienzo a la campaña asiática, han decidido -por su cuenta- atacar Sudáfrica para conseguir bonus.

El problema: ese región -la del bonus- estaba hasta hace poco controlada por Brasil, pero la guerra contra Argentina hizo que se descuidaran. Indonesia no se lo ha pensado dos veces y ha decidido aprovechar la situación.

Así, Indonesia (país que, por cierto, no se llevaba antes muy bien con Brasil) ha dado comienzo a un conflicto que afecta a los intereses a nivel económico de Brasil, junto con los de CoT, ya que han hecho imposible la entrada de Brasil a CoT en estos momentos.

El gobierno brasileño ha mandado a pegar a favor de Sudáfrica con el objetivo de evitar que los indonesios se establezcan en África. ¿Logrará la diplomacia calmar los ánimos, o dará lugar todo ésto a un nuevo enfrentamiento?

Macedonia logró que Indonesia entrara en CoT tras la caída de ONE. ¿Tienen ellos algo que ver? ¿Podría ser el resultado de las famosas declaraciones del MoFA de Brasil en la sección privada del foro brasileño?

¿Será el principio del fin de la campaña asiática? Ni que decir que CoT no apoya a Indonesia, y se muestran decepcionados y algo cabreados con la actitud que están teniendo.

Desde aquí, mandar nuestro apoyo incondicional a Brasil. “



Frente ao textos e argumentos mostrados, fica evidente que em momento algum o governo agiu de forma contrária às instituições Brasileiras. Isto fica cristalino quando, de forma oficial, os países diretamente envolvidos e até os não envolvidos, nos prestaram total apoio!

A situação posta está clara. Se o governo estivesse impondo uma entrada ao COT, a Espanha nos apoiaria? Se tivessemos agido contra a eSa, a África nos teria escrito em favor? Cabe a cada um refletir e tomar a sua conclusão. A nossa, é de que, apesar da falha em determinados momentos de comunicação com algumas partes envolvidas, fica comprovado que o governo agiu e trabalhou sempre para o bem da eNação, sempre respeitando as instituições democráticas Brasileiras e internacionais.

Dear eCitizens,


Through this bulletin, we come here tell you about yhe last days acts and the Brazilian governement position. But before, CP, vCP, MoFA and gov ASKS EXCUSES FOR ALL THE BRAZIL, THE BRAZILIAN CONGRESS, TO COT, TO SOUTH AFRICA AND MAINLY TO INDONESIA by having ruined their goals, wich were either and by this article we ask once and final time the devolution of Eastern Cape, its ALWAYS FROM BRAZIL. We ask for your cooperation.

Today the team has Lorenzo Lopes Riveira (minister) and the help of Guilpas (consultant), Hummerman and eTravis.Bickle

We start the text, stating were reported informations about the governement didn’t respected the people house: The National Congress.

Having read this, we declare the Govern NEVER made anything that the sense were disrespect the congress legitimacy , we always made something looking fot the congress deliberation and thinking in respect the same.



Lets explain the situation:

1. Mainly, were made an study about the feasibility between Brazil, SA and Indonesia. The deal were made thinking in the possibility of Indonesia come to South America, the deal were never signed! There a plannig, and like the others it was needed to be improved and accepeted by the National Congress.

The strategy was explained minutely in the Fórum, in this LINK.

2. If this possibility, the Govern started the preparations to made the conversation in National Congress and concomitantly the preparations. But nothing who could danger the realitions between govern and congress or the international relationships.


3. But the govern wrong launched the discution in forum. The intention were start the conversation but it sounds like a imposition. The Govern knows this error and corrected in the same topic. Suriatex, before go out, made the correction in the topic.


4. Another thing, that starts the discution, happened when the govern decided to release one of the paid regions to keep the focus on a fight against Argentina. This weren’t, the start of the plan with Indonesia. Were a strategy to focus the damage against Argentina.


5. At most, we still need explain the story of the entry of Brazil in CoT. The news aren’t true. We challenge the writers of them to show any prove showing any MoFA member or another ministre, breaking the Brazil’s institutions. CoT help us very much and propose this didn’t looked like a bad thing.

Now Brazil’s govern desire is keep the neutrality. First because we have friends in the too most powerfull alliances in world and second because congress option were the neutral option. This will be respected!



We have to clarify another points of the international relationships:



South Africa

We will keep the friendship, atention, fidelity and defese to they and to ours regions in there. South Africa is like a extension of Brazilian family and they say the same thing.

In the excerpt:

CoT

SC CoT told they will publish an article asking excuses to Brazilian people, for the way (CoT/Indo) this procedure led throughout (Indo population didn’t know how was walking the conversations involving the plan, SC CoT didn’t know the rejection of congress, so found the plan was normal) in time and was waiting informations about the 200 k transfer from Indo to eSA, amount included in the agreement, for publish the article.

If this we can understand that: The fail comunication was the cause of all the problems, because CoT didn’t understand if the congress didn’t approval the plan, the same didn’t will follow.



-Our proposal for SC CoT:

1- As the Indonesian people did’t know about the deal(just received orders but didn’t know if the orders were correct);

2- As the Brazilian people/congress didn’t like the plan and the people didn’t has guilt;

We propose that cancel any possible deal and that Brazil keep NEUTRAL like alwaays, and continue the mutual cooperation with CoT in the battles when they/we can/want. The accepted proposal:

We take the 02 factors above (no guilt from Brazilian/Indonesian people) to not touch the lien possibility, because the error (of comunication) came from the govern of the involved country.

But we made one requirement: Just one article, with all involved countrys asking excuses for the fail comunication (Brasil/CoT) to cease any attempt attack from Indo against SA, with Brazil Neutral and SA as our friend like alwaays.

- CoT Official Pronouncement:

Using that article, we will make an analysis in some parts of it:

In this paragraph, arises the fist point, the “OK” said in the texte is still being investigated. We don’t know who send this “OK”. We don’t doubt the “Ok” was sent by a member or a former member from the govern, but, it was send without consent. In any moment the govern would aprove this attitude.

At this point, the CoT reports that have acted believing all information necessary to continue the planning. Believe that the above "OK" was the official stance of the government.

At this point, the government says it is finding out who was responsible for the information given. And once you have absolute certainty, will bring this information to the public.

About the application for membership in the CoT, there were only talks of entry. There was never a request for such a formal and effective and approved by the CP. Therefore, the Government reiterates his neutrality front of global alliances.

And whether these talks have given exclusively due to the message received by Plato, determining that Brazil it would have to get into some alliance in a timely manner.


Spain:

The problems created by the Indonesian attack get international repercussion. Spain addressing the issue in an official article:

Front texts and arguments shown, it is clear that at no time the government acted contrary to Brazilian institutions. This becomes crystalline when, in an official way, the countries directly involved and even those not involved in paid full support!

The situation is clearly put. If the government was imposing an entry to the COT, Spain would support us? If we had acted against the ESA the Africa would have written in favor? Each one reflect and take its completion. Ours is that, despite the failure in certain moments of communication with some parties involved, it is proved that the government acted and always worked for the good of enaction, always respecting democratic institutions Brazilian and international.
